RECOMMENDATION
Approve a Resolution to adopt the amended Mission Statement, Membership Requirements and the 2006/2007 Goals for the Brentwood Advisory Neighborhood Committee.

PREVIOUS ACTION
On August 10, 2004, City Council approved the amended Mission Statement, Membership Requirements and the 2004 Goals for the Brentwood Advisory Neighborhood Committee.

On July 14, 1998, City Council approved the Mission Statement, Membership Requirements and the 1998 Goals for the Brentwood Neighborhood Advisory Committee.

BACKGROUND
The Brentwood Advisory Neighborhood Committee is an advisory committee made up of residents from various neighborhoods throughout the City. Meetings are conducted on the fourth Wednesday of the month. The committee serves on special task forces to study City issues and to work on projects such as the "Home of the Month" program, Christmas tree lighting in November, and Christmas lighting contest in December to help draw the citizens of Brentwood together as a united community.

The Brentwood Neighborhood Advisory Committee has worked diligently over the past three months to restructure itself and better define its purpose and work program. In addition to the many projects and programs that BANC has been involved with in the past, staff and BANC are requesting City Council approve moving forward with the use of BANC as the City’s Citizen’s Emergency Response Team (CERT). Use of a CERT is an important part of a City’s emergency response and Emergency Operations Center (EOC) should a disaster occur in Brentwood.

BANC is requesting City Council affirm their work effort by adopting the attached amended work plan.

RESOLUTION NO.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BRENTWOOD TO ADOPT THE AMENDED MISSION STATEMENT, MEMBERSHIP REQUIREMENTS AND THE 2006/2007 GOALS FOR THE BRENTWOOD ADVISORY NEIGHBORHOOD COMMITTEE.

WHEREAS, on August 10, 2004, City Council approved the amended Mission Statement, Membership Requirements and the 2004 Goals for the Brentwood Advisory Neighborhood Committee; and

WHEREAS, on July 14, 1998, City Council approved the Mission Statement, Membership Requirements and the 1998 Goals for the Brentwood Advisory Neighborhood Committee; and

WHEREAS, the Brentwood Advisory Neighborhood Committee is an advisory committee made up of residents from various neighborhoods throughout the City and meetings are conducted on the fourth Wednesday of the month; and

WHEREAS, the committee serves on special task forces to study City issues and to work on special citizen recognition programs, to help draw the citizens of Brentwood together as a united community; and

WHEREAS, the Brentwood Advisory Neighborhood Committee has worked diligently over the past three months to restructure itself and better define its purpose and work program.

NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Brentwood hereby approves the amended Mission Statement, Membership Requirements and the 2006/2007 Goals for the Brentwood Advisory Neighborhood Committee, copies of which are attached hereto as Exhibit “A”.

PASSED, APPROVED AND ADOPTED by the City Council of the City of Brentwood at a regular meeting held on the 27th day of June 2006 by the following vote:

BRENTWOOD ADVISORY NEIGHBORHOOD COMMITTEE

MISSION STATEMENT / MEMBERSHIP REQUIREMENTS / GOALS

Mission Statement:

• Provide a voice for all neighborhoods to establish and maintain open communication with City leaders.
• Help draw citizens of Brentwood together as a united community.

Membership Requirements:

• Term: 3 years as approved by City Council upon a recommendation of the BANC committee. All terms will respectfully end on the 31st of December of the appropriate year.
• Meeting Requirements: Maximum of two unexcused absences per calendar year are allowed. If a member has more than two unexcused absences during any calendar year, the member is then dropped from committee.
• Neighborhoods: One representative from each recognized neighborhood.
• Quadrants: The City is divided into four quadrants, and there will be no more than six members per quadrant at any given time on the BANC committee.
• Applicants: It is recommended that applicants attend a BANC meeting prior to filling out and application and being considered for appointment.

Goals:

Provide a recognition program for our community
• April – September: “Home of the Month”
• October: “Halloween Decorating Contest”
• December: “Home of the Season Lighting Contest”
Heighten community awareness of Advisory Committee through the following activities
• Participate in City parades
• Participate in new park grand openings
• Booth in CornFest “Information Alley”
• Participate in “Hometown Halloween” event
• Interactive City web site
• Decorate City holiday tree
• Participate in holiday tree lighting ceremony
• Local newspaper articles
• Formation/representatives on the City’s Citizens Emergency Response Team (CERT)
Improve City appearance through volunteer work
• Creekside Cleanup
