Adopt a Resolution approving and authorizing the City Manager to execute a
Consultant Services Agreement for Fiscal Year 2006/07 with Diaz, Diaz &
Boyd, Inc. in an amount not to exceed $60,000 for appraisal services.
As the City is progressing through the development phase on its way to
build-out, the construction of the necessary infrastructure is of the utmost
importance. Over the last ten years the City has invested millions of
dollars in infrastructure improvements. With the continuing commercial and
residential developments, this infrastructure investment is expected to
continue for many years. Acquisition of necessary right-of-way/property in a
timely and professional manner is one of the major components in the
infrastructure investment for timely completion of any Capital Improvement
The City has been contracting solely with Associated Right of Way Services,
Inc. for several years. Due to the heavy demand for appraisal services and
negotiations not only by our City but by other public entities there are
occasions that an additional source for obtaining only appraisals is
Diaz, Diaz & Boyd Inc. provides appraisal services only. There are times
when City staff enters into negotiations directly with the vested property
owner on various Capital Improvement Projects instead of contracting the
negotiations out to our full service right-of-way company. In these
instances it maybe advantageous to use Diaz, Diaz & Boyd, Inc. to expedite
the negotiation process by City staff.
Staff recommends approving an additional consultant for appraisal services
in order to spread the workload and expedite acquiring the necessary
right-of-way from vested property owners by City staff.
The costs associated with right-of-way acquisitions and appraisals are
funded through the individual CIP projects or developers that need
assistance with right-of-way acquisitions.
ADOPT A RESOLUTION APPROVING AND AUTHORIZING THE CITY MANAGER TO EXECUTE A
CONSULTANT SERVICES AGREEMENT FOR FISCAL YEAR 2006/07 WITH DIAZ, DIAZ &
BOYD, INC., IN AN AMOUNT NOT TO EXCEED $60,000 FOR APPRAISAL SERVICES.
WHEREAS, due to the heavy demand for appraisal services not only by our City
but by other public entities, the City desires to have an additional source
for obtaining appraisal services on an as needed basis; and
WHEREAS, a Consultant Services Agreement between the City of Brentwood and
Diaz, Diaz & Boyd, Inc. has been developed and is necessary for appraisal
NOW, THEREFORE BE IT RESOLVED that the City Council of the City of Brentwood
does hereby approve and authorize the City Manager to execute a Consultant
Services Agreement for the Fiscal Year 2006/07 with Diaz, Diaz & Boyd, Inc.
in an amount not to exceed $60,000, for appraisal services.
