Subject/Title: Adopt a Resolution approving and authorizing the City Manager to execute a contract with Bellecci & Associates to provide design and construction support for the John Muir Parkway Extension – Phase I, CIP Project No. 336-3164, in an amount of $149,450, plus a 10% contingency, for a total amount of $164,395.

RECOMMENDATION
Adopt a Resolution approving and authorizing the City Manager to execute a contract with Bellecci & Associates to provide design and construction support for the John Muir Parkway Extension – Phase I, CIP Project No. 336-3164, in an amount of $149,450, plus a 10% contingency, for a total amount of $164,395.

PREVIOUS ACTION
On May 23, 2006, by Resolution No. 2006-126, City Council approved the 2006/07 - 2010/11 Capital Improvement Program (CIP), which included the John Muir Parkway Extension – Phase I, CIP Project No. 336-3164.

BACKGROUND
The John Muir Parkway extension project will consist of constructing 2000 feet of road from Ventura Drive to the Foothill Drive extension to provide north/south traffic circulation and access to surrounding properties. This roadway is necessary to replace the existing Concord Avenue due to the construction of Segment 3 of the Highway 4 Bypass that is presently out to bid and scheduled to be complete by the end of 2007. The City will proceed with the design and construction of the interim roadway consisting of two 14-foot lanes from Ventura Drive to Foothill Drive. The future development will be responsible for the widening of John Muir Parkway to its ultimate configuration.

Bellecci & Associates were chosen for this work due to their project experience designing other segments of John Muir Parkway, and the preliminary design work they have already completed for this segment. Bellecci & Associates design proposal includes: roadway design and geometrics, hydrology and storm drainage reports, final right-of-way documents, cost estimate, environmental permitting, technical assistance, and contract specifications. Further this proposal includes construction related items such as field staking, construction support, and record drawings.

Due to near term finalization of right-of-way required from the Landgraf’s conveyed through a three party agreement, between the Landgraf’s, Cal Sun (Deer Ridge Developer), and the City, which is being brought to the City Council for approval this evening; if approved, staff is ready to move forward with the design work for John Muir Parkway from Ventura Drive to Foothill Drive. It is important to move forward with this work since Concord Avenue from Balfour Road to Fairview Avenue will be replaced by John Muir Parkway due to the new State Route 4 Bypass Segment 3 construction. Various projects will be responsible for various segments of John Muir Parkway to extend from Balfour Road to Fairview Avenue. John Muir Parkway is presently built from Balfour Road to Thomas Road. The assisted living development is constructing John Muir Parkway from Thomas Road to Ventura Drive and is nearing completion. The City through approval of this contract tonight will begin design work for John Muir Parkway from Ventura Drive to Foothill Drive. City staff is working with the Bypass Authority for building John Muir Parkway from Foothill Drive to Briones Valley Road and the Vineyards project will be constructing John Muir Parkway from Fairview Avenue to Briones Valley Road.

The City’s portion of John Muir Parkway will include Phase I improvements as follows: one travel lane in each direction, median curb, and street lighting. Future development will complete the remaining improvements (roadway widening, utilities, etc.)

FISCAL IMPACT
The total cost of this proposal is $149,450, plus a 10% contingency for a total amount of $164,395. The budgeted design costs in the 2006/07 – 2010/11 CIP Budget total is $250,000. This project is funded by Facility Fees.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BRENTWOOD APPROVING AND AUTHORIZING THE CITY MANAGER TO EXECUTE A CONTRACT WITH BELLECCI & ASSOCIATES TO PROVIDE DESIGN AND CONSTRUCTION SUPPORT FOR THE JOHN MUIR PARKWAY EXTENSION – PHASE I, CIP PROJECT NO. 336-3164, IN AN AMOUNT OF $149,450, PLUS A 10% CONTINGENCY, FOR A TOTAL AMOUNT OF $164,395.
