Subject/Title: Adopt a Resolution approving and authorizing the City Manager to sign a contract for the purchase and installation of a Storage Area Network (SAN) from Cross Circuit Electronics Inc. for the City Data Center and Police Facility funded by the New Police Station, CIP Project No. 337-3142, for an amount of $36,000, and the City Data Center, CIP Project No. 337-3709, for an amount of $50,500, for a total amount of $86,500 plus 10% contingency.

RECOMMENDATION
Adopt a Resolution approving and authorizing the City Manager to sign a contract for the purchase and installation of a Storage Area Network (SAN) from Cross Circuit Electronics Inc. for the City Data Center and Police Facility funded by the New Police Station, CIP Project No. 337-3142, for an amount of $36,000, and the City Data Center, CIP Project No. 337-3709, for an amount of $50,500, for a total amount of $86,500 plus 10% contingency,

PREVIOUS ACTION
On May 24, 2006, City Council by Resolution 2005-115 approved and adopted the 2005/06 – 2009/10 Capital Improvement Program which included the New Police Station Project 337-3742 and the City Data Center Project 337-3709.

BACKGROUND
The Storage Area Network (SAN) is a device that combines multiple, high speed disk drives to manage data storage. It is comprised of redundant components, such as a standby hard disk, dual power supply and a dual controller, which provide an independent data storage system. The City’s current data storage system consists of independent servers. This is not the most cost effective process, considering the City’s planned growth, for two main reasons: 1) each server is limited to the amount of its physical disk space, whether that space is fully used or partially used and 2) servers do not physically share hard drives and therefore cannot share disk space. Due to the growth of the City, there is more demand for disk space. The following are some of the benefits of the SAN system:

• The SAN system can dynamically increase data storage as needed without shutting down the server.
• The SAN system will offload backup operations from the Local Area Network (LAN) and/or the backup server. This is one of the most time efficient and cost saving features by increasing the network bandwidth available for other network operations and end users.
• The SAN system provides data replication enabling the copying of business critical information to a different site, maximizing business continuity and enabling disaster recovery.
• As the City grows, the SAN device is vital for the Police Department and City’s storage needs including maintaining the City’s growing databases.

Staff researched various SAN products and vendors and selected Cross Circuit Electronics Inc. who was the lowest of three bidders.

FISCAL IMPACT
The fiscal impact associated with the SAN project is $86,500 plus 10% contingency. $36,000 will come from the New Police Station CIP Project 337-3142 funded by General Fund and Facility Fees and $50,500 will come from the Data Center CIP Project 337-3709 funded by Facility Fees.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BRENTWOOD APPROVING AND AUTHORIZING THE CITY MANAGER TO SIGN, A CONTRACT FOR THE PURCHASE AND INSTALLATION OF A STORAGE AREA NETWORK (SAN) FROM CROSS CIRCUIT ELECTRONICS INC. FOR THE CITY DATA CENTER AND POLICE FACILITY FUNDED BY THE NEW POLICE STATION, CIP PROJECT NO. 337-3142, FOR AN AMOUNT OF $36,000, AND THE CITY DATA CENTER, CIP PROJECT NO. 337-3709, FOR AN AMOUNT OF $50,500, FOR A TOTAL AMOUNT OF $86,500 PLUS 10% CONTINGENCY.

WHEREAS, the Storage Area Network (SAN) is a device that combines multiple, high speed disk drives to manage data storage, built on redundant components such as a standby hard disk, dual power supply and a dual controller; and

WHEREAS, the SAN is an independent data storage system where if the server crash, there will not be a need to restore data; and

WHEREAS, due to the growth of the City, there is more demand for disk space where SAN can dynamically increase data storage without rebuilding the server; and

WHEREAS, SAN system provides data replication enabling the copying of business critical information to a different site, maximizing business continuity and enabling disaster recovery; and

WHEREAS, Staff obtained bids from other SAN providers and Cross Circuit Electronics Inc. submitted the lowest bid for the same device and service.

NOW, THEREFORE BE IT RESOLVED by the City Council of the City of Brentwood approving and authorizing the City Manager to sign, a contract for the purchase and installation of a Storage Area Network (SAN) from Cross Circuit Electronics Inc. for the City Data Center and Police Facility funded by the New Police Station, CIP Project No. 337-3142, for an amount of $36,000, and the City Data Center, CIP Project No. 337-3709, for an amount of $50,500, for a total amount of $86,500 plus 10% contingency.
