Subject/Title: Approve a Resolution authorizing the City Manager or designee to enter into negotiations with the City of Antioch for an Information Technology (IT) Mutual Aid Agreement for Catastrophic Disaster Response and Recovery

RECOMMENDATION
Approve a resolution authorizing the City Manager or designee to enter into negotiations with the City of Antioch for an Information Technology (IT) Mutual Aid Agreement for Catastrophic Disaster Response and Recovery.

BACKGROUND
The City of Brentwood depends upon the use of Information Systems in daily business activities. Every department of the City relies on the availability of hardware/software, network, phones, and Information Systems services to work. The impact of a disaster that prevents the use of these systems and services could be huge; therefore the City of Brentwood, Information Systems has prepared a Disaster Recovery Plan that consists of the following phases:

• Disaster Planning and Preparedness
• Activation of the Disaster Recovery
• Recovery Phase
• Reconstitution Phase

Recognizing data backup as an essential factor in the recovery process, the City of Brentwood Information Systems implements a collection of strategies to ensure data backup for various systems that include the following:

• Backup to a dedicated server
• Tape Backup
• Off-site Storage
• Quarterly Direct Tape Backup
• Exchange of the Backup Tapes between Police Department and City Hall

Another important factor in disaster preparedness is a mutual agreement with an external entity called a Disaster Partnership between two organizations. A Disaster Partnership will provide facilities and personnel to mitigate the loss caused by a disaster. City of Brentwood Information Systems believes that such a partnership with the City of Antioch is feasible and beneficial for Business Continuity and Personnel support for quick recovery during a major disaster.

The City of Brentwood and City of Antioch Information Systems staff recognizes the vulnerability of the network systems ability to support City functions and services during or just after a disaster event. We also believe that these events may present equipment and manpower requirements beyond the capacity of one City alone. We desire to secure the benefits of Information Technology (IT) mutual aid and protection of data and resources during a disaster and/or civil emergency. Information Systems staff of both cities believe that a formal agreement for IT mutual aid would allow for better coordination of effort, ensure that adequate equipment and resources are available, and that IT mutual aid is accomplished as quickly as possible.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BRENTWOOD AUTHORIZING THE CITY MANAGER OR DESIGNEE TO ENTER INTO NEGOITIATIONS WITH THE CITY OF ANTIOCH FOR AN INFORMATION TECHNOLOGY (IT) MUTUAL AID AGREEMENT FOR CATASTROPHIC DISASTER RESPONSE AND RECOVERY

WHEREAS, Information Systems staff recognizes the vulnerability of the network systems ability to support City functions and services during or just after a disaster event; and

NOW, THEREFORE BE IT RESOLVED that the City Council of the City of Brentwood does hereby approve a resolution authorizing the City Manager or designee to enter into negotiations with the City of Antioch for an Information Technology (IT) Mutual Aid Agreements for Catastrophic Disaster Response and Recovery.
