Adopt a Resolution amending the 2005/06 – 2009/10 Capital Improvement
Program (CIP) to include the Sand Creek Road / Shady Willow Lane Traffic
Shady Willow Lane was recently opened from Sand Creek Road to Lone Tree Way
which has increased the volume of traffic at the intersection of Sand Creek
Road/Shady Willow Lane. Two development projects adjacent to this
intersection are conditioned to construct improvements such as lane widening
and the traffic signal; however, the timing of these developments does not
coincide with the needs associated with the increased volumes of traffic.
Staff conducted a signal warrant analysis and intersection traffic volumes
meet the necessary warrants for a traffic signal. As an interim measure this
intersection was changed to an all-way stop until a signal could be
constructed. Staff has observed backups on westbound Sand Creek Road during
peak pm hours. The traffic backup has created an urgency to install an
interim traffic signal at this location.
In order to implement the improvements expeditiously staff requests that
City Council establish a budget for this project by amending the 2005/06
-2009/10 CIP to include this project.
The attached CIP budget sheet reflects funding for the design and
construction of interim improvements in 2005/2006. The interim improvements
include signal design (by staff) and construction through the informal bid
process. The construction contractor would be required as part of their bid
to provide temporary equipment including wooden poles and signal heads to be
installed on wire hangers. The improvements south of the intersection will
be permanent installations; the improvements north of the intersection are
temporary due to insufficient right-of-way, lane widening and ultimate curb
line on Shady Willow Lane. The City would supply a traffic controller,
cabinet, and signal LED heads and two signal poles at the ultimate location.
Staff has also included funds within this budget to finish the design of the
ultimate signal for this location. This work is estimated to cost
The 2006/2007 budget includes the construction of the ultimate traffic
signal including minor widening, the removal of the wooden poles and
temporary signals on wire hangers, and the installation of the ultimate
traffic signal. This work could be completed in conjunction with the
development project on the northwest corner of the intersection or by the
City if these developments do not materialize.
Funds for the City’s share of the ultimate improvements derive from roadway
facility fees and Redevelopment.

2005/06 – 2009/10 CAPITAL IMPROVEMENT PROGRAM (CIP) TO INCLUDE THE BUDGET
FOR THE SAND CREEK ROAD / SHADY WILLOW LANE TRAFFIC SIGNAL.
WHEREAS, staff conducted a signal warrant analysis and the intersection
volumes meet the warrants to install a traffic signal; and
WHEREAS, as an interim measure the intersection of Sand Creek Road and Shady
Willow Lane was changed to an all-way stop; and
WHEREAS, significant backups on westbound Sand Creek Road occur during peak
pm hours; and
WHEREAS, staff requests the inclusion of the budget as presented be included
in the 2005/06 – 2009/10 Capital Improvement Program.
NOW, THEREFORE BE IT RESOLVED that the City Council of the City of Brentwood
does hereby amend the 2005/06 – 2009/10 Capital Improvement Program (CIP) to
include the budget for the Sand Creek Road / Shady Willow Lane Traffic
PASSED, APPROVED AND ADOPTED by the City Council of the City of Brentwood at
a regular meeting held on the 28th day of March 2006 by the following vote:
