Subject/Title: Approve a Resolution to Endorse and Support the 2006 California State Library Bond (Proposition 81)

RECOMMENDATION
Approve a resolution supporting the passage and funding of the California Reading and Literacy Improvement and Public Library Construction and Renovation Bond Act of 2006 (Proposition 81).

PREVIOUS ACTION
Existing law establishes the California Library Construction and Renovation Bond Act of 1988 and The California Reading and Literacy Improvement and Public Library Construction and Renovation Bond Act of 2000. This law authorizes the issuance of bonds, pursuant to the State General Bond Law, in the amount of $75,000,000 in the 1988 act and in the amount of $350,000,000 in the 2000 act for the purchase of financing library construction and renovation.

BACKGROUND
Governor Arnold Schwarzenegger has signed into law the California Reading and Literacy Improvement and Public Library Construction and Renovation Bond Act of 2006 (Proposition 81). This bill would enact the California Reading and Literacy Improvement and Public Library Construction and Renovation Bond Act of 2006 for submission to voters at the 2006 statewide primary election. If approved by the voters, this bill would authorize the issuance of bonds in the amount not to exceed $600,000,000 for the purpose of financing library construction and renovation.

Passage of this bond, which will appear on the June 2006 ballot, will permit many cities and counties across the state to construct library facilities. The California State Library has identified at least 579 unfunded library construction projects which total $4.4 billion in need statewide. Our community continues to have ongoing needs for public library services as use of existing libraries in Contra Costa County continues to grow.

On January 24, 2006, City Council received a presentation and report from the Citizen’s Advisory Committee regarding Community Facilities wherein the Committee strongly recommended that the new library be a high priority facility for the community. The City Council was urged to begin the process of planning for a new library. Proposition 81 is a viable source of new funding for this project.

FISCAL IMPACT
The fiscal impact is unknown. However, the City will actively apply for a portion of this bond if this bill is passed.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BRENTWOOD APPROVING THE ENDORSEMENT AND SUPPORTING THE 2006 CALIFORNIA STATE LIBRARY BOND (PROPOSITION 81)

WHEREAS, this bill would enact the California Reading and Literacy Improvement and Public Library Construction and Renovation Bond Act of 2006 for submission to voters at the 2006 statewide primary election and, if approved by the voters, would authorize the issuance of bonds in the amount not to exceed $600,000,000; and

NOW, THEREFORE BE IT RESOLVED that the City Council of the City of Brentwood hereby supports the passage and funding of the California Reading and Literacy Improvement and Public Library Construction and Renovation Bond Act of 2006 (Proposition 81).
