CITY COUNCIL AGENDA ITEM NO. 9

Meeting Date: March 14, 2006

Subject/Title: Adopt a Resolution accepting the Water Master Plan Update.

Prepared by: Engineering: P. Eldredge

Submitted by: Engineering: B. Grewal

RECOMMENDATION
Adopt a Resolution accepting the Water Master Plan Update.

PREVIOUS ACTION
On July 16, 2004, the City of Brentwood entered into a contract with Camp Dresser & McKee (CDM) to obtain professional services to update our Water Master Plan Updates for a total contract amount of $45,000.

On December 14, 2004, by Resolution No. 2004-278, City Council approved Amendment One of the Professional Services Agreement with Camp Dresser & McKee for the Water Master Plan Update – Phase 3, extending the term of the contract to December 31, 2005.

On September 27, 2005, by Resolution No. 2005-232, City Council approved Amendment Two of the Professional Services Agreement with Camp Dresser & McKee for the Water Master Plan Update – Phase 3, increasing the contract an additional $27,000 to cover revised tasks.

BACKGROUND
As the City’s growth patterns evolve over time and the General Plan is updated, it is prudent to periodically review and update the corresponding infrastructure master plans. This assures that the required facilities are planned and organized in an orderly fashion and provides the City the nexus for development to contribute its fair share of these improvements.

The most recent General Plan update confirmed the adequacy of the potable water system for the build out of the City; however, sound engineering practices dictated that the entire system be revisited on a global level to confirm adequate distribution, storage and production capabilities. The master plan, staff is recommending for adoption, utilizes Brentwood and industry standards to confirm the adequacy of the existing system and supports the long range goals and objectives the City is currently in the process of implementing.

FISCAL IMPACT
There is no direct fiscal impact associated with the adoption of this Water Master Plan Update as the required facilities have already been accounted for in the City’s Development Fee Program and the CIP Budget.
