Subject/Title: Approve a Resolution authorizing the purchase of a Regenerative Air Street Sweeper from GCS Western Power & Equipment Company and authorizing the City Manager to execute a purchase order for this equipment in an amount not to exceed $152,943.18.

RECOMMENDATION
Approve a Resolution authorizing the purchase of a Regenerative Air Street Sweeper from GCS Western Power & Equipment Company and authorizing the City Manager to execute a purchase order for this equipment in an amount not to exceed $152,943.18.

PREVIOUS ACTION
On February 24, 2004 by Resolution No. 2004-40, City Council approved the amended Purchasing Policy No. 10-7.

On June 14, 2005 by Resolution No. 2005-143, City Council adopted the 2005/06 – 2006/07 Operating Budget for the City of Brentwood.

BACKGROUND
City Council approved the 2005/06, 702 Vehicle Replacement Fund of which a street sweeper was on the list for replacement, to perform in-house street sweeping. The sweeper being replaced is a 1990 model and has exceeded its life span. The City currently has three street sweepers that sweep five days a week, including two nights a week for the downtown business district and other major thoroughfares, including the Highway 4 Bypass.

Staff looked at five different models of street sweepers over the last two months. Staff looked at and operated all the varieties and options available. The City has a good history with Tymco street sweepers and felt that this is still the best unit on the market to fit the City’s needs. The maintenance cost and parts availability has been satisfactory. Staff recommends that the City Council authorize the purchase of a Tymco street sweeper.

GCS Western Power & Equipment approached the City with an offer to “Piggy-Back” on a Regenerative Air Street Sweeper that was purchased by the City of Los Banos on September 8, 2005. This unit meets all the same specifications that the City of Brentwood is requesting. The City of Los Banos paid $154,159 including tax. The price difference to the City of Brentwood is slightly lower due to the City of Los Banos adding one other option that we felt Brentwood did not need on this sweeper. GCS Western Power & Equipment is offering the City
of Brentwood the same unit at the same cost, minus this one option and cost of the option. Staff recommends that the City take this offer and purchase the Regenerative Air Street Sweeper from the following vendor.

• GCS Western Power & Equipment $152,943.18 (tax included)

This equipment will be used within the Streets Division. This will enable the street crew to sweep residential, arterial and all other thoroughfares. The main purpose would be to have the street staff complete the street sweeping service we offer to our residents and business owners, which would save funds from contracting this work out. With the City’s continued growth and more importantly, the amount of new streets installed within the City of Brentwood, this new piece of equipment will assist the Public Works Department with responding to street maintenance work requests in a timely manner.

FISCAL IMPACT
The amount not to exceed $152,943.18 will be expended through the Streets Division Vehicle Replacement Fund. Replacement funds for this new sweeper will begin accruing immediately after purchase with an anticipated life span of 10 – 15 years.

RESOLUTION NO.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BRENTWOOD APPROVING THE PURCHASE OF A REGENERATIVE AIR STREET SWEEPER FROM GCS WESTERN POWER & EQUIPMENT AND AUTHORIZING THE CITY MANAGER TO EXECUTE A PURCHASE ORDER IN AN AMOUNT NOT TO EXCEED $152,943.18.

WHEREAS, on February 24, 2004 by Resolution No. 2004-40, City Council approved the amended Purchasing Policy No. 10-7.

WHEREAS, funds were approved by City Council in the 2005/06 – 2006/07, 702 Vehicle Replacement Fund on June 14, 2005 by Resolution No. 2005-143 for the purchase of a Street Sweeper; and

WHEREAS, staff compared five different models and highly recommends Tymco Model 600; and

WHEREAS, GCS Western Power & Equipment is offering the City of Brentwood the same pricing as the City of Los Banos; and

WHEREAS, the purchase of this new equipment will assist in servicing the public in a more efficient manner while responding to street maintenance work requests; and

WHEREAS, it is the intention of the Public Works Department to have the new equipment help reduce vehicle maintenance and maintain all City streets and right-of-ways to insure public safety.

NOW, THEREFORE BE IT RESOLVED that: 1) the purchase of a Regenerative Air Street Sweeper from GCS Western Power & Equipment is hereby approved and 2) the City Manager or her designee is authorized to execute a purchase order with GCS Western Power & Equipment in an amount not to exceed $152,943.18 for the purchase of a Regenerative Air Street Sweeper.
