Subject/Title: Resolution approving and authorizing purchase of a Police Emergency
Response Command Vehicle

RECOMMENDATION

Adopt a Resolution approving a change order in an estimated amount of $32,838.46 for a total purchase order of $81,588.86 to complete the buildup of an Emergency Response Command Vehicle.

PREVIOUS ACTION

On September 9, 2003 the City Council adopted a Resolution (2978) authorizing the acceptance and expenditure of the State grant money from the Citizens Option for Public Safety (COPS) Supplemental Law Enforcement Services Fund (SLESF) for “front lines operations.” These grant funds were designated to enhance the Brentwood Police Department’s ability to respond to emergency situations and were earmarked for an Emergency Response Command Vehicle.

On October 12, 2004, the City Council adopted a Resolution (2004-241) authorizing the acceptance and expenditure of the State grant money from the COPS SLESF program to be used for frontline equipment and training to enhance our ability to respond to emergency situations.

BACKGROUND

The Police Department has purchased the cab and chassis for the Emergency Response Command Vehicle from Bill Brandt Ford using the 2003 grant money. American Custom Coach, a police specialty command vehicle production company, was selected to buildup the rest of the vehicle excluding interior cabinetry at an estimated cost of $48,750.40. A change order is necessary to increase the purchase order amount $32,838.46 for a total of $81,588.86 in order to complete the vehicle including interior cabinetry. The money for the buildup is to come from the 2004 grant money.

FISCAL IMPACT

The estimated cost to complete the City of Brentwood Police Department’s Emergency Response Command Vehicle is $81,588.86 which is to come from the state COPS SLESF grant program.

RESOLUTION NO.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BRENTWOOD AUTHORIZING A CHANGE ORDER IN AN AMOUNT ESTIMATED AT $32,838.46 FOR A TOTAL PURCHASE ORDER OF $81,588.86 FOR THE BUILDUP OF AN EMERGENCY RESPONSE COMMAND VEHICLE

WHEREAS, on February 24, 2004, by Resolution No. 2004-40, the City Council adopted Purchasing Policy 10-7; and

WHEREAS, on September 9, 2003, by Resolution No. 2978, the City Council authorized the acceptance and expenditure of COPS SLESF program grant funds; and

WHEREAS, on October 12, 2004, by Resolution No. 2004-241, the City Council authorized the acceptance and expenditure of COPS SLESF program grant funds; and

WHEREAS, a purchase order for American Custom Coach, Inc. in the amount of $48,750.40 was issued in June of 2005; and

WHEREAS, a change order in the estimated amount of $32,838.46 is needed to complete the project; and

WHEREAS, the funds are to be taken from the COPS SLESF grant money in compliance with Resolution No.’s 2978 and 2004-241.

NOW, THEREFORE BE IT RESOLVED by the City Council of the City of Brentwood that the change order for American Custom Coach, Inc. of $32,838.46 for a total purchase order amount of $81,588.46, is approved.
