RECOMMENDATION
Adopt a resolution approving the 2005 Update to the East Contra Costa County Bikeway Plan.

PREVIOUS ACTION
On October 23, 2001 City Council adopted Resolution 2384 approving the East Contra Costa County Bikeway Plan.

BACKGROUND
TRANSPLAN is the regional transportation planning committee for East County, serving to coordinate transportation planning and projects among East County jurisdictions. The East Contra Costa County Bikeway Plan (Bikeway Plan) was developed using information provided to TRANSPLAN by staff from each jurisdiction. The Bikeway Plan must be updated periodically in order to remain eligible for state bikeway grants which Caltrans offers annually under the Bicycle Transportation Account (BTA) program. The eligibility of our existing bikeway plan will expire on December 31, 2005, so TRANSPLAN must submit an updated plan to Caltrans by that date.

As with the original in 2001, the 2005 update is based on input from the local jurisdictions, bicycle advocacy groups including the East Bay Bicycle Coalition and the Delta Pedalers, and other interested parties. Members of the local bicycle community attended two meetings of the TRANSPLAN Technical Advisory Committee (TRANSPLAN TAC) for focused discussions on the bikeway plan. The input from these discussions and public outreach has resulted in the final update which is presented for Council review and approval.

FISCAL IMPACT
There is no fiscal impact associated with approval of the 2005 Update to the East Contra Costa County Bicycle Plan.

RESOLUTION NO.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BRENTWOOD APPROVING THE 2005 UPDATE TO THE EAST CONTRA COSTA COUNTY BIKEWAY PLAN

WHEREAS, bicycle transportation is recognized as an important part of the local transportation system in eastern Contra Costa County; and

WHEREAS, the prospects for commuting to work by bicycle will increase as eastern Contra Costa County attracts more job development, bringing employment closer to home for area residents; and

WHEREAS, the Bikeway Plan lays out a comprehensive long-range blueprint for a bicycle network that will provide both on-street and off-street connections throughout East County; and

WHEREAS, the City of Brentwood has many planned bikeway projects that are in need of funding and will retain eligibility for grant funding by adoption of the 2005 Update to the East Contra Costa County Bikeway Plan; and

WHEREAS, the first East Contra Costa County Bikeway Plan was adopted in 2001 and received certification from Caltrans in March 2002, providing eligibility for Bicycle Transportation Account grants; and

WHEREAS, the 2005 Update to the East Contra Costa County Bikeway Plan was developed in accordance with all applicable Caltrans requirements; and

WHEREAS, the update of the plan reflects input from local agency staff, bicycle advocates in the community and other interested parties; and

WHEREAS, the 2005 Update to the East Contra Costa County Bikeway Plan will provide east county jurisdictions with eligibility to apply for state bikeway grants from Caltrans’ annual State Bicycle Transportation Account (BTA) as well as other sources of funding; and

WHEREAS, the TRANSPLAN Committee adopted the attached East Contra Costa County Bikeway Plan 2005 Update on September 8, 2005; and

WHEREAS, approval of the Bikeway Plan is also required of each of the local jurisdictions included in the Bikeway Plan before the Contra Costa Transportation Authority and Caltrans can approve it.

NOW, THEREFORE BE IT RESOLVED that the City Council of the City of Brentwood approves and adopts the 2005 Update to the East Contra Costa County Bikeway Plan.

PASSED, APPROVED AND ADOPTED by the City Council of the City of Brentwood at a regular meeting held on September 27, 2005 by the following vote:
