RECOMMENDATION
Adopt a Resolution authorizing the City Manager to execute a Professional Services Agreement and related documents with Kimley-Horn and Associates, Inc. to provide design services in the amount of $114,313.05, plus a 10% contingency of $11,431.31, for a total amount of $125,744.36, for the Sellers Avenue Sewer Lift Station Expansion and Upgrade, CIP Project No. 592-5915.

PREVIOUS ACTION
On May 24, 2005, by Resolution No. 2005-115, City Council adopted the City’s 2005/06 – 2009/10 Capital Improvement Program (CIP), which included Sellers Avenue Sewer Lift Station Expansion and Upgrade, CIP Project No. 592-5915.

BACKGROUND
The Sellers Avenue sewer lift station is located just north of the Mokelumne Aqueduct on the east side of Sellers Avenue. It was constructed in 1997 as part of the off-site improvements for Subdivision No. 7798, Garin Ranch. Since the construction of the lift station there has been significant development of the rules regarding sanitary sewer overflow. These more stringent standards are set forth by Capacity, Management, Operation and Maintenance (CMOM). The new standards call for more redundancy during power outages, telemetry for remote observation and control and containment of spills on-site. The Regional Water Quality Control Board (RWQCB) will impose substantial fines for the discharge of untreated wastewater.

The current hydraulic design of the sewer lift station is resulting in excessive gas release, which is causing corrosion of the concrete wet well and its’ metallic components. The design of the new sewer lift station will address CMOM as well as redundancy and reliability issues. The SCADA system will give operators the ability to remotely monitor and operate the pump station. The current pump station can not incorporate a backup pump due to corrosion of the existing rails in the wet well. The new pump station will indulge provisions for a backup pump, which will address CMOM requirements for preventing spills. Improved hydraulic flows will address both corrosion and odor problems; however, the design of the new pump station will include provisions for new odor control equipment should it become necessary.

The City requested a proposal from Kimley-Horn and Associates for design services. Kimley Horn and Associates, under contract with the City, prepared the pre-design report for the Sellers Avenue Sewer Lift Station and will incorporate the details of that report into the final design. City staff has had a positive working relationship with Kimley-Horn and Associates on the design of the Home Depot pump station, the Zone 1 Reservoir 1.3 and other water storage and transmission projects.

FISCAL IMPACT
The total cost for this proposal is $114,313.05, plus a 10% contingency of $11,431.31, for a total amount of $125,744.36, which has been included in the approved 2005/06 – 2009/10 Capital Improvement Program Budget. The total project budget is $832,800, which was submitted and approved by City Council.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BRENTWOOD AUTHORIZING THE CITY MANAGER TO EXECUTE A PROFESSIONAL SERVICES AGREEMENT AND RELATED DOCUMENTS WITH KIMLEY-HORN AND ASSOCIATES TO PROVIDE DESIGN SERVICES IN THE AMOUNT OF $114,313.05, PLUS A 10% CONTINGENCY, FOR THE SELLERS AVENUE SEWER LIFT STATION EXPANSION AND UPGRADE, CIP PROJECT NO. 592-5915.

WHEREAS, on May 24, 2005, by Resolution No. 2005-115, City Council adopted the City’s 2005/06 – 2009/10 Capital Improvement Program, which included the Sellers Avenue Sewer Lift Station Expansion and Upgrade, CIP Project No. 592-5915; and

WHEREAS, this contract will provide the City the contract documents and construction service support for the Sellers Avenue Sewer Lift Station Expansion and Upgrade, CIP Project No. 592-5915, including the electrical and mechanical design, design of the control system, final site design, site surveying, legal descriptions and plats for right-of-way acquisition and record drawings; and

WHEREAS, due to their experience and positive working relationship with the City, staff requested a proposal from Kimley-Horn and Associates for this work.

NOW, THEREFORE BE IT RESOLVED that the City Council of the City of Brentwood hereby authorizes the City Manager to execute a Professional Services Agreement and related documents with Kimley-Horn and Associates to provide Design Services in the amount of $114,313.05, plus a 10% contingency of $11,431.31, for a total amount of $125,744.36, for the Sellers Avenue Sewer Lift Station Expansion and Upgrade, CIP Project No. 592-5915.

PASSED, APPROVED AND ADOPTED by the City Council of the City of Brentwood at a regular meeting held on the 13th day of September 2005 by the following vote:
