Subject/Title: Adopt a Resolution approving a Contract with JSP Automation for the Water Distribution Telemetry/SCADA System, CIP Project No. 562-5620.

RECOMMENDATION
Adopt a Resolution authorizing the City Manager to execute a contract with JSP Automation in the amount of $56,335, plus a 10% contingency, for a total amount of $61,968.50, to assist the City of Brentwood with the integration, programming and installation of the Water Distribution Telemetry/SCADA System, CIP Project No. 562-5620.

PREVIOUS ACTION
On September 10, 2002, by Resolution No. 2658, City Council approved a Professional Services Agreement with JSP Automation to assist the City with the integration, programming and installation of the Water Distribution Telemetry/SCADA System, CIP Project No. 562-5620.

On September 23, 2003, by Resolution No. 2988, City Council awarded the construction contract for the Water Distribution Telemetry/SCADA System and Well Disinfection System Upgrade, CIP Project No.’s 562-5620 and 562-5624, to Control Manufacturing Company, Inc. and authorized the City Manager to execute the agreement and necessary documents in the amount of $1,185,824, which included one bid alternate.

On May 24, 2005, by Resolution No. 2005-115, City Council adopted the City’s 2005/06 – 2009/10 Capital Improvement Program, which included the Water Distribution Telemetry/SCADA System, CIP Project No. 562-5620.

BACKGROUND
The potable water system had been historically operated manually by hand with the operators spending a good portion of their day turning pumps on and off, obtaining tank levels and other required data. As the City has grown over the years, the number of water facilities required to support the population has grown as well and the above referenced method of operation had become unfeasible.

The construction, programming and implementation phase of the project required oversight from and an individual with experience in programming, integration and field installations of the hardware, software and communications to be used on this project. The City has been working with JSP Automation on various projects including the Wastewater Treatment Plant Expansion, the Water SCADA and the Communications Tower. City staff has been very pleased with the results.

The contract is attributable to the addition of new water facilities since the inception of this project that require integration into the SCADA system. Some of these facilities are the Zone 2 pump station adjacent to the Home Depot project, Zone 3 pump station in the Deer Ridge development and the water facilities required as a part of the Vineyards project.
FISCAL IMPACT
The total cost of this proposal is $56,335, plus a 10% contingency of $5,633.50, for a total amount of $61,968.50, which has been accounted for in the approved 2005/06 – 2009/10 Capital Improvement Program Budget.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BRENTWOOD AUTHORIZING THE CITY MANAGER TO EXECUTE A CONTRACT WITH JSP AUTOMATION IN THE AMOUNT OF $56,335, PLUS A 10% CONTINGENCY, FOR A TOTAL AMOUNT OF $61,968.50, TO ASSIST THE CITY OF BRENTWOOD WITH THE INTEGRATION, PROGRAMMING AND INSTALLATION OF THE WATER DISTRIBUTION TELEMETRY/SCADA SYSTEM, CIP PROJECT NO. 562-5620.

NOW, THEREFORE BE IT RESOLVED that the City Council of the City of Brentwood hereby authorizes the City Manager to execute a contract with JSP Automation in the amount of $56,335, plus a 10% contingency, for a total amount of $61,968.50, to assist the City with the integration, programming and installation of the Water Distribution Telemetry/SCADA System, CIP Project No. 562-5620.
