Discuss and approve the concept design for the Veterans element at Veterans
Park as recommended by the Park and Recreation Commission.
June 12, 2001, City Council approved a policy regarding the
naming/dedication of City facilities.
May 11, 2004, City Council approved recommendations from the Park and
Recreation Commission for the naming of new park facilities, including the
recommendation to name the 11-acre community park west of the Aquatics
Complex, Veterans Park.
At the time City Council approved the naming of Veterans Park, the park site
had been completely designed and construction was underway. Staff advised
both City Council and the Park and Recreation Commission that no specific
design elements honoring Veterans had been incorporated into the design or
construction of the park.
As discussed at the City Council meeting, staff and Park and Recreation
Commissioner Ernie Rodrigues, have worked with Abey Arnold Associates and
representatives of the local Veterans groups to develop the enclosed design
The proposed Veterans element consists of the following three independent
• Phase 1, Entry Sign Plan, is located at the entry to the park plaza on the
north end of the parking lot. This element includes a memorial of six white
granite blocks, one representing each service group, along with their flags,
and the United States of America flag flying above. The Opinion of Probable
Cost for Phase 1 is $31,400.
• Phase 2, Memorial Plan, is located in the northwest corner of the park
site. This element provides a quiet and contemplative area with benches and
shade trees in orchard rows reflecting the history of Brentwood. Again the
white granite blocks will be incorporated into the design. This area will
also provide a space for larger gatherings on Memorial Day, Fourth of July,
Labor Day, Veterans Day and other days of remembrance. The Opinion of
Probable Cost for Phase 2 is $119,082.
• Phase 3, Circular Planter, is located in the central plaza area, between
the play area and the restroom building. The proposed development of this
element includes Veterans roses, bronze birds taking flight, and a white
granite block with a plaque. The Opinion of Probable Cost for Phase 3 is
Phil Abey, of Abey Arnold Associates, Ernie Rodrigues, Vice Chair of the
Park and Recreation Commission and representative to the local Veterans
groups, and members of the local Veterans groups who participated in the
design development of the Veterans element will be in attendance at the City
Council meeting to further describe the design intent of this element.
Approval of this concept design will allow the Veterans groups and the Park
and Recreation Commission to display the design and begin raising funds for
the construction of these elements at the dedication scheduled for the
evening of Saturday, July 23, 2005.
There is no money budgeted for a Veterans element for this CIP project
(Project Number 522-5221 – Balfour Road Park Development). At this time, the
project is expected to be completed on budget, with no extra contingency.
The Opinions of Probable Cost for the three phases of the project is
$170,607, which includes a 10% contingency. Approval of the conceptual
design will allow the Veterans groups to start fundraising to pay for the
