Subject/Title: Authorize the Expenditure of Funds for Dispatch Projects

RECOMMENDATION
Approve a Resolution authorizing payment to Antioch Police Department of $84,059 for radio upgrades, and $89,572 for computer upgrade projects, totaling $173,631.

BACKGROUND
Since July of 1990 Brentwood has contracted with Antioch Police Department for dispatching services. It became obvious that major improvements in Antioch Police Department’s dispatching radio equipment were necessary, as well as dispatching computer upgrades and new software. Brentwood Police Department agreed to share in the cost for the radio project, and the anticipated expenditure was included in Brentwood Police Department’s FY 04/05 budget.

The projects were completed and Brentwood Police Department received a letter from Antioch Police Department, requesting payment for both projects totaling $173,631. Although there had been an agreement regarding sharing costs for the upgraded radio project, the City of Antioch was under the impression that Brentwood understood an obligation to pay a percentage for their dispatch computer project as well.

Brentwood’s share was calculated at 21% ($84,059) of total costs for the radio project, and 23.9% ($89,572) of total costs for the computer project. These percentages were based upon what Brentwood paid for dispatch services at the time each project began.

FISCAL IMPACT
Since there was a lack of communication regarding payment for the computer upgrade project, the City of Antioch has agreed to Brentwood Police Department making 12 quarterly payments of $14,469, which would continue until January 2008, when both projects totaling $173,631 would be paid in full. However, because of savings due to vacant positions within the Police Department, the entire amount is currently available in this year’s police budget. Therefore, with Council’s approval, we would prefer to pay the entire bill during the current fiscal year.

RESOLUTION NO.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BRENTWOOD AUTHORIZING PAYMENT OF $173,631 TO THE CITY OF ANTIOCH FOR UPGRADED RADIO AND COMPUTER PROJECTS.

WHEREAS, the City of Antioch has provided dispatching services to the City of Brentwood since 1990. and major improvements in dispatching radio equipment and computer upgrades were necessary; and

WHEREAS, the Brentwood Police Department is expected to share in the costs of Antioch Police Department’s radio equipment upgrade project and the computer upgrade project; and

WHEREAS, the projects were completed and Antioch Police Department is requesting payment from Brentwood Police Department of $84,059 for the radio upgrade project, and $89,572 for the computer upgrade project.

NOW, THEREFORE BE IT RESOLVED that the City Council of the City of Brentwood authorizes payment of $173,631 to the City of Antioch for radio and computer upgrade projects.
