Subject/Title: Approve a Resolution authorizing the City Manager to execute a Professional Services Agreement with Harris & Associates to provide Design Services for the 2004/05 Pavement Management Program, CIP Project No. 336-3083, in the amount of $79,285 plus a 10% contingency.

RECOMMENDATION
Approve a Resolution authorizing the City Manager to execute a Professional Services Agreement with Harris & Associates to provide Design Services for the 2004/05 Pavement Management Program, CIP Project No. 336-3083, in the amount of $79,285 plus a 10% contingency.

PREVIOUS ACTION
On May 27, 2003, by Resolution No. 2868, City Council adopted the City’s 2003/04 – 2007/08 Capital Improvement Program that included Pavement Management Program, CIP Project No. 336-3083.

On May 25, 2004, by Resolution No. 2004-113, City Council adopted the City’s 2004/05 – 2008/09 Capital Improvement Program that included Pavement Management Program, CIP Project No. 336-3083.

BACKGROUND
Staff recommends the award of the Professional Services Agreement for design of the 2004/05 Pavement Management Program, CIP Project No. 336-3083, to Harris & Associates for the amount of $79,285.00 plus 10% contingencies for a total contract amount of $87,213.50.

Typically, the City does a survey of existing roads. After analyzing the data and input from citizens and staff, determination is made regarding which roads need immediate and urgent pavement maintenance. Included in Exhibit A is the list of streets included in this year’s program.

FISCAL IMPACT
In the approved 2004/05 – 2008/09 Capital Improvement Program budget, the City has reserved $1,400,000 per year for the Pavement Management Program which includes design and construction. There are sufficient funds to cover this contract. This project is funded through Measure C and the General Fund. This project will reduce the maintenance costs for these portions of road for many years to come.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BRENTWOOD AUTHORIZING THE CITY MANAGER TO EXECUTE A PROFESSIONAL SERVICES AGREEMENT WITH HARRIS & ASSOCIATES TO PROVIDE DESIGN SERVICES FOR THE 2004/05 PAVEMENT MANAGEMENT PROGRAM, CIP PROJECT NO. 336-3083, IN THE AMOUNT OF $79,285 PLUS A 10% CONTINGENCY.


WHEREAS, on May 27, 2003, by Resolution No. 2868, City Council adopted the City’s 2003/04 – 2007/08 Capital Improvement Program that included Pavement Management Program, CIP Project No. 336-3083; and

WHEREAS, on May 25, 2004, by Resolution No. 2004-113, City Council adopted the City’s 2004/05 – 2008/09 Capital Improvement Program that included Pavement Management Program, CIP Project No. 336-3083; and

WHEREAS, Harris & Associates has an extensive background in pavement management design and has provided services to the City and other agencies in Northern California.

NOW, THEREFORE, BE IT RESOLVED that the City Manager has the authorization to execute an agreement with Harris & Associates to provide design services for the Pavement Management Program, CIP Project No. 336-3083, in the amount of $79,285 plus a 10% contingency.

PASSED, APPROVED AND ADOPTED by the City Council of the City of Brentwood at a regular meeting held on the 12th day of April 2005 by the following vote:
