Subject/Title: Authorize the purchase of eleven (11) new Kustom Signals, Inc Digital In-Car Video Camera systems for Police Vehicles in the amount of $68,253.21

RECOMMENDATION
Approve a Resolution authorizing the purchase of 11 Digital Eyewitness NXT in-car camera systems to replace current VHS-format systems from Kustom Signals, Inc. in the amount of $68,253.21.

PREVIOUS ACTION
The City Council, in the 1999/2000 budget allocated $60,000.00 in funding for the initial purchase and installation of VHS in-car video camera systems and related accessories, for the purpose of recording police and citizen contacts.

BACKGROUND
As the police vehicle fleet has increased over the past 5 years, Kustom Signals In-car video camera systems have been installed in all marked police units since the initial implementation of the project. The cost of each of these additional camera systems has been factored into the vehicle’s initial set-up costs. Historically, these systems have proven invaluable in accurately/objectively documenting citizen contacts with police officers (predominantly during traffic stops, DUI investigations and emergency responses). The video systems which are to be replaced have been cycled through no-less than two vehicle replacement cycles, and although technologically superseded, have proven reliable throughout their respective service, with newer vehicles in the patrol fleet having been equipped with second-generation (early digital systems).

During the past several months, routine service and minor repairs costs caused Staff to evaluate the need to replace the original units; and in doing so, Staff identified several advantages to considering replacement at this time. In addition to cost savings being offered at the time of attendance at the 2005 International Chief’s of Police Conference (reflected in this cost proposal) consideration was given to the needs and physical capability of the new Police facility project. The patrol vehicle parking location(s) in the new facility will allow for the down-loading of the new digital systems through a dedicated network versus having to handle VHS tapes, greatly reducing staff time in the handling and logging of tapes.

In addition to the fiscal considerations, the open-architecture design of these systems will greatly contribute to the likelihood that these systems will not become obsolete, and in-fact will be able to be updated through software enhancement modules with minimal cost, keeping pace with the technological advances of both the City of Brentwood’s needs and industry standard. The digital format will also greatly reduce wear and tear failures of the actual in-car units.

FISCAL IMPACT
The costs for this purchase; $68,253.21 has been budgeted through the Vehicle Replacement Fund.

RESOLUTION NO.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BRENTWOOD AUTHORIZING THE PURCHASE OF 11 DIGITAL EYEWITNESS NXT IN-CAR CAMERA SYSTEMS TO REPLACE CURRENT VHS-FORMAT SYSTEMS FROM KUSTOM SIGNALS, INC. IN THE AMOUNT OF $68,253.21

WHEREAS, in Budget Year 1999/2000, City Council directed staff to purchase the initial in-car video camera systems; and

WHEREAS, the implementation and utilization of such in-car video camera systems by police officers has proven invaluable in reducing claims and liability over the past five-year period; and

WHEREAS, the implementation of the new digital system will greatly aide the Police Department in expanding the use and access of changing video technology, and reduce obsolescence issues; and

WHEREAS, the Police Department and Finance Department have facilitated the budgeting for the replacement of these in-car camera systems within the Vehicle Replacement Fund; and

WHEREAS, the construction of the New Police Facility at 9100 Brentwood Blvd will allow for the ability to utilize a state-of-the-art method of downloading digital video files, saving both staff hours and material costs; and

WHEREAS, City purchasing policy allows for the sole-source purchase of this equipment due to the common application and training issues of both new and current hardware systems and police emergency equipment.

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Brentwood authorizing the execution of a purchase order with Kustom Signals, Inc. in the amount of $68,253.21 for the purchase of eleven (11) Digital in-car video units.

PASSED, APPROVED AND ADOPTED by the City Council of the City of Brentwood at a regular meeting on the 8th day of March, 2005 by the following vote:
