CITY COUNCIL AGENDA ITEM NO. 6

Meeting Date: February 8, 2005

Subject/Title: Approve a resolution authorizing the City Manager to execute change order with BKF Engineers for testing and design services for the Fiber Optic Project No. 337-3107 in the amount not to exceed $70,010.60.

Prepared by: Marna Huber, Project Services Manager; Gail Leech, Management Analyst

Submitted by: Karen Chew, Assistant City Manager

RECOMMENDATION
Approve a resolution authorizing the City Manager to execute a change order with BKF Engineers for testing and design services for the Fiber Optic Project No. 337-3107 in the amount of $63,646 including a 10% contingency of $6,364.60 for a total change order amount not to exceed $70,010.60.

PREVIOUS ACTION
On November 9, 2004, by Resolution No. 2004-255, City Council amended the Fiber Optics, CIP Project No. 337-3107 by reducing the 2004-05 budget by $70,000 to help fund the construction of the tower at the New Police Station.

On May 25, 2004, by Resolution No. 2004—113, City Council adopted the 2004/05 - 2008/09 Capital Improvement Program, which included Fiber Optics, CIP Project No. 337-3107.

BACKGROUND
A fiber optic conduit system is currently being installed throughout the City through new development and Capital Improvement projects. Through future projects, the City anticipates linking all conduits to form a fiber optic master ring. The project funds for 2004/05 – 2005/06 will provide a fiber optic communication ring between the existing City Hall and the New Police Station, as this construction of conduit space enables “ties” to future locations. It will also “tie” together City facilities. This connection between City facilities is highly desirable.

Staff recommends using BKF Engineers for this design as staff has worked with BKF previously on peer review for the Fiber Optic Design Project.

With the construction of the New Police Station, it is necessary to begin the design for the fiber link between City Hall and the New Police Station. In addition, Staff recommends that we begin testing the conduit in North Brentwood for future use. The cost of this work will not exceed $70,010.60.

FISCAL IMPACT
None at this time, funding for this work is included within the approved fiber optics budget.
