Subject/Title: Approve a Resolution authorizing staff to move forward with the schematic design effort for the Solid Waste Transfer Station Project, CIP Project No. 542-5402 and authorizing the City Manager to execute a contract with Carlton Engineering, Inc. not to exceed $61,457.

RECOMMENDATION
Approve a Resolution authorizing staff to move forward with the schematic design effort for the Solid Waste Transfer Station Improvements, Phase III, Project, CIP Project No. 542-5402, and authorize the City Manager to execute a contract with Carlton Engineering, Inc. in the amount not to exceed $55,870 including a 10% contingency for a total amount of $61,457.

PREVIOUS ACTION
On June 10, 2003, the City Council approved resolution number 2893 adopting the 2003/04-2004/05 operating budget for the City of Brentwood.

On March 9, 2004, by resolution 2004-049, City Council approved the Solid Waste rate study, along with a new Master Fee Schedule.

On May 25, 2004, by resolution 2004-113 City Council approved the 2004/2009 CIP Program that includes this project as part of the program.

BACKGROUND
In a continuing effort to improve the operational efficiency of the City’s solid waste transfer station and to improve our ability to allow for limited public access, staff has been working to make significant changes to the site. Most notably, the operation will move under roof, an aboveground loading process will be constructed and we will expand the footprint of the dump pad to accommodate the expected growth to build out for the City.

In 1998, when the original facility was built, solid waste volumes averaged 40 tons per day. Currently, we average 125 tons per day. Volumes of material are expected to double in the next 10-15 years. This new facility will allow us to safely and efficiently process the growing volume of material.

In 2002, RW Beck, a solid waste consulting firm, conducted a Master Plan on our entire solid waste operation. Their findings confirmed the need for an expansion of our facility. They provided preliminary conceptual drawings and preliminary cost estimates. Their initial estimate to construct a new facility was $4.8 million, based on construction costs at that time. We then used that figure to create a 5-year rate study, one that was approved by Council in March 2004.

Over the past year, Staff has been conducting the necessary environmental review work (Initial Study/Mitigated Negative Declaration) while interviewing prospective designers and architects for the project. Staff selected Concept Design this past fall to begin the detailed conceptual work and that phase of the project is near completion. Staff is now planning to enter into a contract with Carlton Engineering to begin the schematic design phase of the project.

FISCAL IMPACT
The funding for this project, $61,457, derives from the Solid Waste Enterprise Fund and is included within the CIP Project 2004/05 - 2008/09 budget.

RESOLUTION NO.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BRENTWOOD AUTHORIZING STAFF TO MOVE FORWARD WITH THE SCHEMATIC DESIGN EFFORT FOR THE SOLID WASTE TRANSFER STATION IMPROVEMENTS PHASE III, CIP PROJECT NO. 542-5402, AND AUTHORIZE THE CITY MANAGER TO EXECUTE A CONTRACT WITH CARLTON ENGINEERING, INC. IN THE AMOUNT OF $55,870 INCLUDING A 10% DESIGN CONTINGENCY FOR A TOTAL AMOUNT OF $61,457.

WHEREAS, on March 9, 2004, the City Council approved the Solid Waste rate study, along with a new Master Fee Schedule; and

WHEREAS, on May 25, 2004, the City Council approved the 2004/2009 CIP Program which includes this project as part of the program; and

WHEREAS, the City’s Solid Waste Division must expand their solid waste transfer station’s ability to safely and efficiently process the expected increased volumes of material due to the City’s growth; and

WHEREAS, the City has begun the design phase of the project and will enter into the schematic phase of the project.

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Brentwood, that staff be authorized to move forward with the schematic design phase and authorize the City Manager to execute a professional services agreement with Carlton Engineering.

BE IT FURTHER RESOLVED by the City Council of the City of Brentwood, that the City Manager is authorized to execute a contract with Carlton Engineering, Inc. to begin the schematic design effort for the Solid Waste Transfer Station, Phase III not to exceed $55,870 and authorize a 10% design contingency for a total amount of $61,457.
