RECOMMENDATION
Approve a resolution authorizing submittal of a grant proposal to the Metropolitan Transportation Commission FY 2005/2006 Transportation Development Act (TDA), Article 3 Pedestrian/Bicycle Program for partial funding of an upgrade of traffic signals with pedestrian countdown modules, CIP 336-3132.

BACKGROUND
The Transportation Development Act (TDA), Public Utilities Code § 99233.3 and 99234, makes funds available in the nine-county Metropolitan Transportation Commission (MTC) region for pedestrian/bicycle purposes. MTC makes annual allocations of TDA funds to eligible claimants after review of applications submitted. All cities and counties in each of the nine MTC region counties are eligible to claim funds under TDA Article 3 if they meet criteria in § 99234 of the Public Utilities Code and if the project is included in an adopted comprehensive bikeway plan as outlined in § 2377 of the California Bikeways Act, Streets and Highways Code.

MTC has not yet released the estimated funding level for Contra Costa this year. Past fiscal year allocations for the program ranged from $417,100 to $891,835. Eligible projects for these funds include construction and/or engineering of a capital project, Class I bikeway maintenance, bicycle safety education or to develop bicycle/pedestrian plans. The Engineering Department has recommended the filing of an application for partial funding of upgrading existing traffic signals with pedestrian countdown modules and large diameter pushbuttons, CIP 336-3132.

FISCAL IMPACT
The estimated cost for this project is $88,323. In order to make the application more competitive, staff recommends a match of 25% of the estimated cost, or $22,323. Funds for the matching requirement have been budgeted in the Signal Modification and Upgrades Project, CIP 336-3132.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BRENTWOOD AUTHORIZING THE SUBMITTAL OF A GRANT PROPOSAL TO THE METROPOLITAN TRANSPORTATION COMMISSION (MTC) FY 2005/2006 TRANSPORTATION DEVELOPMENT ACT (TDA) ARTICLE 3 PEDESTRIAN/BICYCLE PROGRAM FOR THE UPGRADE OF TRAFFIC SIGNALS WITH PEDESTRIAN COUNTDOWN MODULES PROJECT, CIP NUMBER 336-3132

WHEREAS, The Transportation Development Act (TDA), Public Utilities Code (PUC) Sections 99233.3 and 99234, makes funds available in the nine-county MTC Region for pedestrian/bicycle purposes; and

WHEREAS, all cities and counties in each of the nine MTC region counties are eligible to claim funds under TDA Article 3; and

WHEREAS, MTC makes annual allocations of TDA funds to eligible claimants after review of applications submitted; and

NOW, THEREFORE BE IT RESOLVED that the City Council of the City of Brentwood hereby approves the filing of an application with MTC for partial funding of upgrades to existing traffic signals to include pedestrian countdown modules.
