CITY COUNCIL AGENDA ITEM NO. 13

Meeting Date: December 14, 2004

Subject/Title: Approve a Resolution authorizing the City Manager to sell one (1) used/surplus 1995 Jeep Cherokee (vehicle 039) to Futures Explored, Incorporated for use by their enclave performing custodial duties in City parks.

Prepared by: Ken De Silva, Park Services Manager

Submitted by: Craig D. Bronzan, Director of Parks and Recreation

RECOMMENDATION
Approve a Resolution authorizing the City Manager to sell one (1) used/surplus 1995 Jeep Cherokee (vehicle 039) to Futures Explored, Incorporated for use by the enclave performing custodial duties in City parks.

PREVIOUS ACTION
On previous occasions, the City Council has authorized the distribution/sale of surplus City of Brentwood vehicles/equipment to other agencies such as the City of Oakley, the Contra Costa Community College District, and our local school districts.

BACKGROUND
On June 8, 2004, City Council approved the purchase of one (1) Ford Escape to replace vehicle 039, providing for the disposal/sale of this vehicle in fiscal year 2004/2005. On November 24, 2004 the City of Brentwood received a request (attached) from Will Sanford, Executive Director of Futures Explored, to purchase this vehicle for their use in the service they provide to the City’s Parks Division. As explained in Mr. Sanford’s letter, one of the vehicles they are currently using is in need of replacement. He feels this surplus vehicle will fit their needs.

As you are aware, from a previous presentation to the City Council, the Parks Division contracts with this non-profit organization that works with developmentally disabled adults. These individuals pick up litter, empty garbage cans, sweep, rake and clean restrooms located in our parks. This organization not only provides a needed service to the City of Brentwood but also provides a vocational training service to this special population of individuals. They believe, as we do, that people with disabilities can, and have a right to, earn wages at their jobs, and in their community, just as their non-disabled peers do.

FISCAL IMPACT
The revenue derived from the sale of surplus vehicles is used to augment the Vehicle Replacement Fund. The price offered by Futures Explored ($1,000) will augment this fund.

ATTACHEMENTS
Resolution
Letter from Will Sanford, Executive Director of Futures Explored, Inc.
