Subject/Title: Approve a Resolution amending the 2004/05-2008/09 Capital Improvement Program by adding the Communication Tower project into the program.

RECOMMENDATION
Approve a Resolution amending the 2004/05-2008/09 Capital Improvement Program by adding the Communication Tower Project into the program.

BACKGROUND
The installation of a communication tower or mono pole was originally a future construction item to support the new Police Facility project as part of the 1000 Central Boulevard site. The Police Station project was moved to its new location of 9100 Brentwood Boulevard thus providing enough land space to allow for the construction of a tri-pod type tower instead of a mono pole tower. The installation of a tri-pod tower will benefit the entire City by providing the opportunity for multiple antennas. This tower will support the Aquatic Center, Veteran’s Park, the Tech Center and Public Works facilities currently using wireless communications, in addition to mobile wireless technology currently being implemented (fiber optic link). The tower is also necessary for completion of the Emergency Operations Center to be housed in the new Police facility, future Police dispatch services and will allow for changes and advances in technology (both predicted and those unforeseen). This tower facility also includes a climate- controlled equipment room.

During the New Police Station’s design review process, staff received the required height variance approval by the Planning Commission for the proposed tower. The operational height of the tower was determined by line of sight testing completed by Clare Computer Solutions and radio propagation testing performed by Contra Costa County Radio Services.

FISCAL IMPACT
The fiscal impact associated with the Communication Tower Project is $250,000. Funding is identified within the CIP budget sheet.
