Subject/Title: Approve a Resolution approving the 100% Design for the New City Hall, CIP Project No. 337-3139.

RECOMMENDATION
Approve a Resolution approving the 100% design for the New City Hall, CIP Project No. 337-3139 and direct staff to move forward with the project to include the preparation of construction documents.

PREVIOUS ACTION
On May 27, 2003, City Council approved the 2003/2008 CIP Program and appointed Mayor Brian Swisher and Councilmember Bill Hill to the New City Hall Ad Hoc Committee.

On July 22, 2003, City Council authorized staff to negotiate an Architectural Services contract with Kaplan McLaughlin Diaz (KMD) to begin the site selection and programming process.

On August 26, 2003, City Council approved the negotiated contract with KMD to begin the site selection and programming process for the New City Hall Project.

On October 14, 2003, City Council approved and authorized the use of the New City Hall Project Goals and Objectives.

On January 27, 2004, City Council approved the Design Contract with KMD Architecture to begin the design for the New City Hall Project.

On March 9, 2004, City Council continued the selection of one of three 50% schematic designs to the adjourned meeting of March 11, 2004.

On March 9, 2004, City Council approved the contract for architectural services with the Gibson Salmon Group for the New City Hall Project.

On March 11, 2004, City Council selected Schematic B out of three 50% schematic designs for the New City Hall and directed staff to move forward with the full design based on criteria presented during the workshop on March 9, 2004.

On April 13, 2004, City Council set the date of May 4, 2004 for a joint workshop between the Planning Commission and City Council to view the schematic design for the New City Hall.

On May 11, 2004, City Council set the date of May 25, 2004 for a joint workshop between the Planning Commission and City Council to view the schematic design for the New City Hall project.

On June 8, 2004, City Council approved the 100% schematic design for the New City Hall, CIP Project No. 337-3139 and directed staff to design the project as approved.

On August 10, 2004, City Council authorized the City Manager to execute a Professional Services Agreement with RGM and Associates for pre-construction services for the New City Hall, CIP Project No. 337-3139.

On August 10, 2004, City Council set the date of August 17, 2004 for a joint workshop with Planning Commission to view the 100% design development of the New City Hall Project.

On August 17, 2004, City Council held a joint workshop with the Planning Commission to view the 100% design development of the New City Hall project.

BACKGROUND
Staff has worked with the Ad Hoc Committee and the Architect to develop the schematic design that would best utilize the intended site, add to the downtown presence, appeal to the citizens of Brentwood and provide adequate space for City staff. The schematic design was presented during the Joint Planning Commission and City Council Workshops on May 11, 2004 and May 25, 2004. Staff also incorporated several of the suggestions and elements described during the May 19, 2004 workshop where citizens spoke to likes and dislikes regarding building types, materials and landscape elements. Staff continued to work with the architects to develop the design of the building to create a structure that would not only meet the City’s needs and budget, but would also fit in with the character of the downtown. Additionally, staff has brought in the City’s peer review architect, to offer suggestions about how to further refine the design of the building to visually enhance some of the architectural features. Many of these suggestions have been incorporated into the proposed design before you this evening.

FISCAL IMPACT
The funds associated with this work are included in the recently adopted Capital Improvement Program 2004/2009. No budget modifications are required at this time.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BRENTWOOD TO APPROVE THE 100% DESIGN DEVELOPMENT FOR THE NEW CITY HALL PROJECT AND DIRECT STAFF TO MOVE FORWARD WITH THE PREPARATION OF CONSTRUCTION DOCUMENTS FOR THE NEW CITY HALL, CIP PROJECT NO. 337-3139.

PASSED, APPROVED AND ADOPTED by the City Council of the City of Brentwood at a regular meeting on the 12th day of October 2004 by the following vote:
