Approve a grant for $19,000 to Contra Costa Health Services in the amount of $19,000 for a Part-Time Café Manager for the Co Co Café senior nutrition program.

June 11, 2002, City Council authorized the City Manager to enter into an agreement with Contra Costa County to provide a Senior Nutrition Program at the Community Center.

Contra Costa County’s Health Services Department has been running a Senior Nutrition Congregate Program called “Co Co Café” at the community center since July 1, 2002. The County Senior Nutrition Program is designed as a partnership between cities and the County in providing nutrition services to senior citizen residents in each community. Since it’s opening, the café has served 6,547 seniors in fiscal year 2002/03 and 8,440 seniors in fiscal year 2003/04, for a grand total of 14,987 served.

The City received a letter from A. Paul Kraintz, Director of the program, requesting financial support for the program as a result of County funding reductions in the program. The annual direct costs in providing the program, as outlined by Mr. Kraintz, are as follows:

Brentwood Congregate Café Manager $19,000
Meal Costs: Café @ 35 meals per day $25,000
Meals on wheels @ 10 meals per day $ 8,100
Paper goods and supplies $ 2,500
Total Direct Costs $54,600

Less Senior Contributions ($15,500)
Net program costs $39,100

Mr. Kraintz did not indicate the cost to the City to provide space for the program. The City provides space for the room and kitchen, four hours per weekday, at a cost of $30,454. This is currently an in-kind service provided by the City directly for the program. According to Mr. Kraintz’s letter, support from other Contra Costa cities is as follows:

City of Oakley No City support – Café closed 7/1/04
City of Antioch Provide manager and site costs/$19,500 for meals
City of Pittsburg $5,500 for café/$5,500 for Meals on Wheels
City of Concord Provides $17,500 for café/$18,000 for meals on wheels
City of Martinez Provide manager and site costs
Pleasant Hill PR District Provides for manager costs
City of Walnut Creek Provides $11,000 for café/$15,000 for Meals on Wheels

Staff is recommending City Council approve a one-year grant to the County program of $19,000 for the Café Manager position, to help the program through this fiscal year. Staff is also recommending that County program staff return to City Council in February 2005 to outline a long-term plan that provides for funding and operation of the program that does not require the City of Brentwood to recover short falls in funding.

$19,000 is a grant to be paid out of the City Manger’s contingency fund. $30,454 is an in-kind donation from the Parks and Recreation Department budget. This represents a total City contribution of $49,454 for this fiscal year.




WHEREAS, the City of Brentwood and Contra Costa Health Services have worked together for a Senior Nutrition Program since July 2002; and

WHEREAS, the City of Brentwood has provided space at the Brentwood Community center at a cost of $30,454 per year for the program at no cost to the County; and

WHEREAS, the City of Brentwood has agreed to provide a grant of $19,000 for fiscal year 2004/2005 to offset the cost of the Café Manager.

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Brentwood, that the a grant is approved in the amount of $19,000 to Contra Costa Health Services for a part-time Café Manager for the Co Co Café senior nutrition program.

PASSED, APPROVED AND ADOPTED by the City Council of the City of Brentwood at a regular meeting on the 24th day of August 2004 by the following vote:
