Subject/Title: Public Hearing—Street Name Change for “old” Sand Creek Road

RECOMMENDATION:
Pass a resolution which changes the name of “old” Sand Creek Road, which is planned to be bi-sected by the northerly extension of O’Hara Avenue, to Saddle Creek Court for the westerly portion and Lone Oak Road for the easterly portion.

PREVIOUS ACTION
In March, 2004, the Planning Commission approved TSM 8788 for the development of the S&S Farms/Hancock properties. That project includes the northerly extension of O’Hara Avenue which will bisect the existing old Sand Creek Road. Now that new Sand Creek Road is open from the Highway 4 Bypass all the way to Brentwood Blvd. it has become apparent from an emergency response standpoint that old Sand Creek Road needs to be renamed.

ANALYSIS
This proposed street name change affects 13 existing lots: 6 on the west side of the O’Hara Avenue extension which will have access to O’Hara, and 7 on the east side of the O’Hara Avenue extension which will not have access to O’Hara.

The six property owners on the west side selected the name Saddle Creek for their new street name. The seven property owners on the east side did not submit street name changes. Since the existing Lone Oak Road makes a 90 degree turn to serve these existing residences staff is recommending that this same street name be extended to serve these seven properties. Police Department and Fire District personnel have reviewed the proposed street name changes and have no problem with them.

FISCAL IMPACT
Passage of this resolution will necessitate the purchase and installation of new street signs. This cost is negligible.

RESOLUTION NO.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BRENTWOOD APPROVING A STREET NAME CHANGE AS A RESULT OF THE EXTENSION OF O’HARA AVENUE NORTHERLY FROM SAND CREEK ROAD UP TO LONE TREE WAY AND THE OPENING OF SAND CREEK ROAD FROM THE HIGHWAY 45 BYPASS TO BRENTWOOD BOULEVARD.

WHEREAS, by passing Resolution No. 04-10 on March 2, 2004, the Planning Commission of the City of Brentwood approved Tentative Subdivision Map No. 8788 on the S&S Farms/Hancock properties; and

WHEREAS, this tentative subdivision map approval included the extension of O’Hara Avenue in a northerly direction to eventually connect to Lone Tree Way; and

WHEREAS, this extension of O’Hara Avenue will bisect an existing public street, commonly referred to as “old” Sand Creek Road, thereby creating two distinct streets which must be named; and

WHEREAS, the new Sand Creek Road was recently extended and opened so that it now extends from the Highway 4 Bypass to Brentwood Boulevard; and

WHEREAS, the existence of two streets with identical names creates confusion, especially with respect to emergency response issues; and

WHEREAS, a notice of public hearing for this street name change was published in the Brentwood News on July 16, 2004 and mailed to property owners of record affected by the proposed name change as required by the Government Code and City ordinance; and

WHEREAS, the proposed new street names have been reviewed by the Police Department and Fire District personnel who have indicated they are in agreement with the proposed street name changes.

NOW, THEREFORE BE IT RESOLVED, that the City Council of the City of Brentwood changes the name of old Sand Creek Road as follows:

1. That portion of old Sand Creek Road west of the alignment of O’Hara Avenue shall be changed to Saddle Creek Court as reflected on the attached exhibit, and

2. That portion of old Sand Creek Road east of the alignment of O’Hara Avenue shall be changed to Lone Oak Road as reflected on the attached exhibit.

NOW, THEREFORE BE IT FURTHER RESOLVED, that the City Council of the City of Brentwood directs city staff to take the necessary steps to effectuate this change.
