RECOMMENDATION
Waive second reading and adopt Ordinance No. 782 amending the schedule of City fees to incorporate a new rate for reclaimed water as supplied by the City of Brentwood.

BACKGROUND
The City of Brentwood processes approximately three million gallons per day (mgd) of reclaimed water for beneficial reuse. The State Water Resources Control Board and the Regional Water Quality Control Board have required the City of Brentwood to reuse as much of this water as practicable. The process used in the treatment of this water meets all requirements of the Department of Health Services (DHS). City Engineering staff has completed the infrastructure work necessary to provide reclaimed water to a number of parks and landscaped areas in the City.

Staff has calculated the costs associated with the production of reclaimed water. It has been determined that while it is not feasible to recover 100% of the treatment cost, it is reasonable to recover that portion needed to bring the water to DHS standards for beneficial reuse. Costs associated with this level of treatment include, energy, manpower, chemicals, equipment and depreciation. It has been determined that a charge of $1.08 per thousand gallons (one unit) is necessary. This charge would be implemented with the water rates currently listed in the schedule of City fees.

Staff requests that City Council hereby adopt the proposed Ordinance implementing a rate charge for reclaimed water use.

FISCAL IMPACT
The rate of $1.08 per unit for reclaimed water will allow the City to recover the majority of the costs associated with reclaimed water generated.

ORDINANCE NO. 782

AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF BRENTWOOD AMENDING THE SCHEDULE OF CITY FEES TO INCORPORATE A NEW RATE FOR RECLAIMED WATER AS SUPPLIED BY THE CITY OF BRENTWOOD.

WHEREAS, the City of Brentwood produces reclaimed water for reuse; and

WHEREAS, the State Water Resources Control Board has required that the City of Brentwood utilize recycling as a primary disposal method; and

WHEREAS, the City of Brentwood has constructed the necessary infrastructure to supply reclaimed water to the community; and

WHEREAS, the City of Brentwood has determined an appropriate charge for reclaimed water, at $1.08 per unit.

NOW, THEREFORE BE IT RESOLVED that the City Council of the City of Brentwood add the $1.08 per unit fee plus Consumer Price Index (CPI) increases each year to the schedule of City fees, effective 30-days following adoption of the Ordinance.
