Approve a Resolution approving a purchase agreement with Mary Silva and
Adeline Becerra, for real property identified as 140 Jane Street, (formerly
Sunset Road), Brentwood, CA, APN 016-010-013-7, accepting real property on
behalf of the Redevelopment Agency and authorizing the Redevelopment
Agency’s Executive Director and Agency Secretary or any of their designees
to execute the agreement, and such other documents as may be needed to
complete the transaction including acceptance of the Deed.
On June 8, 2004, the Redevelopment Agency provided direction to the City’s
negotiators, John Stevenson and Howard Sword, regarding land acquisition.
The property located at 140 Jane Street suffers from deteriorated buildings,
defective or substandard building design, lack of City water services, and
has multiple building code violations. 140 Jane Street is currently zoned
PD-23. The permitted use in PD-23 is R-1, single family residential.
The property owners initiated the sale by offering it for sale to the
Redevelopment Agency. Since this is an owner-initiated sale and not a forced
sale, no relocation benefits are triggered. The purchase price is $360,000
with no contingencies except that the close of escrow will occur five days
after tenant vacancy. Tenants were given a 60-day notice to vacate on May
27, 2004. Purchase of this property by the Agency is the catalyst for future
redevelopment of the area.
Due to the significant deterioration of the buildings, as disclosed by
sellers, all buildings are recommended by staff for immediate demolition for
safety and liability purposes.
The acquisition costs will be funded by the Housing Fund 302.
