CALL TO ORDER - REDEVELOPMENT AGENCY

Motion: Approve motion to add the following item to the agenda on the basis that the item came to the attention of staff after the agenda was posted. (Gov't Code 54956.5)

Moved by Petrovich, seconded by Hill.

Conference with Real Property Negotiators pursuant to Gov't Code Section 54956.8 - Property: 140 Sunset Road. Agency negotiators: John Stevenson and Howard Sword. Under negotiation: price and terms of payment.

Vote: Carried 5-0.
Yes: Beckstrand; Gutierrez; Hill; Petrovich; Swisher

CONSENT CALENDAR (07:32 PM)

1. Approved Minutes of April 13, 2004 and April 27, 2004. (K. Diaz)

2. Approved Warrant List dated June 8, 2004. (P. Ehler)

3. Approved temporary use of Agency-owned property for CornFest 2004 parking from July 7 through July 11, 2004. (H. Sword/G. Rozenski)

Motion: Approve Consent Calendar Items 1 - 3 as recommended.

NEW BUSINESS (07:33 PM)

4. Approve Resolution amending the Redevelopment Agency’s 2004-2005 Budget and authorizing expenditures for Fiscal Year 2004-2005. (P. Ehler/H. Sword/G. Rozenski)

Council Member Beckstrand declared a conflict, noting that some of the proposed expenditures were within the conflict of interest proximity to her personal residence.

Director of Economic Development, Howard Sword, presented a staff report.

Mayor Swisher invited public comments.

Motion: Approve items as identified in fund 301.
Moved by Hill, seconded by Gutierrez.

Vote: Failed 2-0.
Yes: Gutierrez; Hill
Abstain: Beckstrand; Petrovich; Swisher

Motion: Approve withdrawing the previous motion and approve fund 301, excluding the Lone Oak, Gracie Lane and Sand Creek Improvements.
Moved by Hill, seconded by Gutierrez.

Vote: Carried 3-0.
Yes: Gutierrez; Hill; Swisher
Abstain: Beckstrand; Petrovich

Motion: Approve only the portion of fund 301 relating to Lone Oak, Gracie Lane and Sand Creek Improvements, in the amount of $785,000.
Moved by Hill, seconded by Swisher.

Vote: Carried 4-0.
Yes: Gutierrez; Hill; Petrovich; Swisher
Abstain: Beckstrand

Motion: Approve housing fund 302 and debt service fund 303.
Moved by Swisher, seconded by Beckstrand.

Vote: Carried 5-0.
