Subject/Title: Amend the Engineering Department’s General Budget to include a line item to allow Payment of fees collected through the City’s Master Fee Schedule adopted by Resolution No. 2331.

RECOMMENDATION
Approve a Resolution authorizing the City Manager to modify the Engineering Department’s General Budget in an amount not to exceed $88,825 for payment to the County for parcel updates and revisions as part of the County and City’s (GIS) Geographic Information System for years 7/01/01 through 6/30/02 and 7/01/02 through 6/30/03 as described in Resolution No. 2331 and collected per the City’s Master Fee Schedule.

PREVIOUS ACTION
On July 10, 2001, City Council approved an amendment to the Brentwood Master Fee Schedule to include a Base Map Revision Fee of $25.10 for each new or revised lot or parcel to allow for a continual update of the City’s base map.

BACKGROUND
The ability to revise the computerized base map and be included within the County’s GIS system is a great value to the City as it allows staff and the citizens of the City of Brentwood a continual update of the City base map, together with the Assessors Parcel Information. The cost is borne by those who create the new lots or revise existing lots. The current fee per lot is $25.10 and was approved by the City Council as part of the City’s Master Fee Schedule.

The purpose of this staff report is simply a housekeeping measure to allow staff to pay for approved work performed by the County for the past two fiscal years. As staff received the invoice for the work to date in late February of this year, it was apparent that the funding had been collected for the expense, but a line item did not appear in the Department’s General 2003/2004 Fiscal Year budget. Upon City Council approval, it is staff’s intent to pay for work complete and to carry within the yearly budget a line item (estimate) in order to process payment for this work.

FISCAL IMPACT
The Engineering Department’s General budget will reflect an increase of $88,825 within the Development Engineering Division to pay for work to date as approved by Resolution No. 2331. Funds for this work have been collected and deposited into a revenue account. No other impacts will occur.

WHEREAS, the ability to revise the computerized base map and be included within the County’s GIS system is a great value to the City; and

WHEREAS, staff and the citizens of the City can utilize a continual updated map of the City and the cost is borne by those who create the new lots or revise the existing lots; and

WHEREAS, as a housekeeping measure, staff requests amending the Development Engineering General Budget to include deposited funds; and

WHEREAS, upon approval, it is staff’s intent to pay for work completed by the County and to include within future year’s budgets a line item (estimate) in order to process payment for this work.

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Brentwood, that the City Manager is authorized to transfer funds from the revenue account to the Engineering Department’s expenditure account in an amount not to exceed $88,825.
