Subject/Title: Consideration of a Resolution amending the 2003/04 Master Fee Schedule/Cost Allocation Plan adopted by Resolution No. 2969 for various park and recreation facility rental and special event application processing fees.

RECOMMENDATION
Approve the Parks and Recreation Department amendment to the 2003/04 Master Fee Schedule/Cost Allocation Plan adopted by Resolution No. 2969 to include fourteen new program fees, one new facility rental fee, and a special events application processing fee for the Parks and Recreation Department.

PREVIOUS ACTION
On February 11, 2003, City Council accepted the report and methodology for the Parks and Recreation Department Cost of Services Study prepared by Maximus. As a part of that report it was recommended that aquatic fees be adopted on a calendar year basis.

On October 14, 2003, City Council approved a resolution amending the 2003/2004 Cost Allocation Plan to include additional Parks and Recreation Fees.

January 13, 2004 was the last time City Council approved a resolution amending the 2003/2004 Cost Allocation Plan to include additional Parks and Recreation Fees.

BACKGROUND
New Recreation Programs: These programs are new offerings that staff wishes to include in the next Parks and Recreation Summer 2004 Activities Guide. The fees for the programs are as follows:

Geddes Music Express 8-week summer program $108.96
First Annual Brentwood Tennis Tournament Youth $15.00
Adult $17.00
Special Needs Recreation/Bocce Ball Clinic 2 sessions $8.00
Tennis Classes 1 hour class $40.00
½ hour class $20.00
American Sign Language 7-week program $51.48
Fun with Drama 1-week program $40.00
Special Needs Recreation/Friday Night Activities per activity $8.00
Discovery Day Camps – Voyager Aqua Camp per week $140.00
Discovery Day Camps – Earth Camp per week $93.00
Discovery Day Camps – Art Camp per week $134.00
Discovery Day Camps – Extreme Camp per week $270.00
Discovery Day Camp Before/After Care per day $10.00
Start Smart Youth Sports Golf 6-week program $44.00
Start Smart Youth Sports Development 6-week program $29.00

The requested new facility rental fee is for the Women’s Club. The City of Brentwood Parks and Recreation Department staff is responsible for the scheduling of this facility. The square footage and amenities of the Women’s Club are similar to that of the Community Center “Blue Room”. As such, we are requesting approval of the same rental and deposit fees for this facility.

Proposed new facility fee:
Women’s Club Non-profit/private rate per hr. $15.35
Deposit without alcohol permit $125.00
Deposit with alcohol permit $250.00
Rental Liability Insurance $98-$500

As a result of the work that staff is doing to revise the current Temporary Use Permit Ordinance and development of a Special Event Application process, a non-refundable Special Event Application Fee is being proposed. Although this fee may seem premature, staff has been working diligently on establishing four classifications of events. A non-refundable Special Event Permit Application Fee of $100.75 has already been approved by City Council and put into place for Class 1, 2, and 4 events. The new fee requested below is for Class 3 events only, which are our typical rentals of the Community Center Multi-Purpose Room, Blue Room, City Park Gazebo, and other City facilities.

Proposed new application fee:
Non-Refundable Special Events Application Processing Fee for Class 3 Events $30.75

This fee is based on the assumption that the processing of this type of application will require the same amount of staff time as a City of Brentwood business license.

All programs meet the City Council policy of covering direct costs and will be advertised once approved by City Council.

FISCAL IMPACT
Recreation Programs:
Revenue and expenditure projections for:
Geddes Music Express are $9,588 and $9,344 respectively.
First Annual Brentwood Tennis Tournament are $1,600 and $1,600 respectively.
Special Needs Recreation/Bocce Ball Clinic are $160 and $156 respectively.
Tennis Classes are $4,400 and $3,315 respectively.
American Sign Language are $720 and $716 respectively.
Fun with Drama are $1,200 and $1,075 respectively.
Special Needs Recreation/Friday Night Activities are $480 and $413 respectively.
Discover Day Camps - Voyager Aqua Camp are $3,640 and $3,067 respectively.
Discover Day Camps – Earth Camp are $2,511 and $2,317 respectively.
Discovery Day Camps – Voyager Art Camp are $3,082 and $2,988 respectively.
Discovery Day Camps – Extreme Camp are $4,860 and $4,622 respectively.
Discovery Day Camps – Before/After Care will depend upon demand.
Start Smart Youth Sports Golf are $1,760 and $1,754 respectively.
Start Smart Youth Sports Development are $870 and $829 respectively.

Women’s Club Rental Fees and Deposits will depend upon demand.
Special Event Non-Refundable Application Fee will depend upon demand.

CONSIDERATION OF A RESOLUTION AMENDING THE 2003/04 MASTER FEE SCHEDULE/COST ALLOCATION PLAN ADOPTED BY RESOLUTION NO. 2969 FOR VARIOUS PARK AND RECREATION FACILITY RENTAL AND SPECIAL EVENT APPLICATION PROCESSING FEES.

WHEREAS, MAXIMUS Consulting Group conducted a fee study for the Parks and Recreation Department on January 13, 2003; and

WHEREAS, the City Council of the City of Brentwood accepted the report and methodology for the Parks and Recreation Department Cost of Services Study prepared by Maximus on February 11, 2003; and

WHEREAS, the Parks and Recreation Department of the City of Brentwood used the report to prepare the fiscal year 2003/05 budget.

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Brentwood, that the 2003/04 Master Fee Schedule be amended.

PASSED, APPROVED AND ADOPTED by the City Council of the City of Brentwood at a regular meeting on the 13th day of April 2004 by the following vote:
