Approve a Resolution authorizing the purchase of two new solid waste
automated collection trucks and one solid waste roll-off truck from Golden
Gate Truck Center and authorize the City Manager to execute a purchase order
not to exceed $543,325.55.
Council approved Fiscal Year 2003/04 and 2004/05 Budgets.
On August 12, 2003, Council approved Resolution No. 2940 authorizing the
purchase of one new automated collection truck from Golden Gate Truck Center
under this same pricing.
The City’s continued growth, and more importantly, the age of our current
automated collection trucks and our one roll-off truck warrants the purchase
of some new and replacement trucks. This purchase will help the Solid Waste
Division keep up with the ever-growing routes and to stay within the
framework of our replacement schedules.
On August 12, 2003, Solid Waste sole-sourced a new Freightliner/Labrie
automated unit. We have been very pleased with the performance of this unit
and it has met our expectations. Most notably, due to a split body design,
we are now able to service each home on its route with just one pass instead
of two. This greatly reduces our overall route time and also reduces our
trips through each neighborhood.
We plan to continue buying this chassis & body combination and in time,
convert the entire fleet as the older, single body trucks are replaced. This
will also allow us to maintain consistency within our fleet, which benefits
our maintenance division as well as our drivers in terms of training and
Therefore, we plan on using the same quote from 2003. The manufacturer has
agreed to hold the 2003 pricing until the end of April, which will provide
us significant savings. Steel prices have soared to eight-year highs and
there will be a 10% increase in pricing or $20,000 per unit, if we let this
pricing hold lapse.
Our current roll-off truck is almost ten years old and has been Solid
Waste’s workhorse on the commercial route since we took over the services in
1994 from the previous hauler. It is fully funded and due for replacement
this fiscal year. The old truck will then serve as a back up once the new
The roll-off truck can be manufactured in three months, while the two
automated units can take up to six months to manufacture.
Therefore, the Vehicle Replacement Fund will provide $135,394.83 for the
roll-off truck (from the 2003/04 budget) and $203,965.36 for one of the
automated trucks (from the 2004/05 budget), while the other automated truck,
funding of $203,965.36, will come directly from Solid Waste’s 2004/05
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BRENTWOOD APPROVING THE
PURCHASE OF TWO NEW SOLID WASTE AUTOMATED COLLECTION TRUCKS AND ONE SOLID
WASTE COLLECTION ROLL-OFF TRUCK FROM GOLDEN GATE TRUCK CENTER AND
AUTHORIZING THE CITY MANAGER TO EXECUTE A PURCHASE ORDER NOT TO EXCEED
WHEREAS, in the 2004/05 annual budgets, funds were budgeted for one new
Solid Waste automated collection truck purchase; and
WHEREAS, in the 2003/04 and 2004/05 annual budgets, a Vehicle Replacement
Fund was established in order to develop a predictable, manageable method of
amortizing vehicle costs and insuring scheduled replacement of essential
WHEREAS, there is one Solid Waste roll-off truck scheduled for replacement
in 2003/04 and one Solid Waste automated collection truck scheduled for
replacement in 2004/05 through the Vehicle Replacement Fund; and
WHEREAS, staff is selecting the best truck for the City’s collection
WHEREAS, staff is using pricing from 2003 on the automated trucks and a new
quote for the roll-off truck.
NOW, THEREFORE BE IT RESOLVED by the City Council of the City of Brentwood
that the City shall purchase two Solid Waste automated collection trucks and
one Solid Waste roll-off truck from Golden Gate Truck Center at a cost not
to exceed $543,325.55.
BE IT FURTHER RESOLVED that the City Manager or his designee is authorized
to execute a purchase order with Golden Gate Truck Center for the purchases
PASSED, APPROVED AND ADOPTED by the City Council of the City of Brentwood at
a regular meeting held on the 13th day of April 2004 by the following vote:
