Subject/Title: Consideration a Resolution in support of an East County collaborative effort for the development of a regional minor league baseball sports facility and authorizing an appropriation of $150,000 from the general fund

RECOMMENDATION
Adopt a Resolution supporting the East County collaborative effort for the development of a regional minor league baseball sports facility and authorizing an appropriation of $150,000 from the general fund.

PREVIOUS ACTION
On November 25, 2004, Eric Blatt, Principal with Centerfield Management Group and Consultant for East County Baseball project, presented a feasibility study and a chronological review of events. At that time Council did not take action to support or fund the proposed project.

BACKGROUND
The Delta 6 Subcommittee has reviewed potential field locations and decided on Los Medanos College as the most appropriate site to remodel into a minor league baseball facility. Negotiations with the administration have led to a Letter of Intent outlining the basic terms of a Joint Use Agreement approved by the Contra Costa College District on January 28, 2004. Los Medanos College and the Los Medanos College Foundation have been positive and are looking forward to participating in this endeavor.

The East County Cities (Antioch, Brentwood, Oakley and Pittsburg) and the County are in the process of making the final financial commitments to meet the required monetary obligation to complete the project. Articles of Incorporation have been filed with the State and the process continues to form the non-profit organization as the East County Baseball Group
(ECBG). Additional details are contained in Attachment B which outlines the current timeline, developments and financial commitments as recently presented to the City of Pittsburg for their consideration.

FISCAL IMPACT
The City of Brentwood’s financial participation in the amount of $150,000 is to be paid from City’s general fund.

RESOLUTION NO.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BRENTWOOD IN SUPPORT OF AN EAST COUNTY COLLABORATIVE EFFORT FOR THE DEVELOPMENT OF A REGIONAL MINOR LEAGUE BASEBALL SPORTS FACILITY AND AUTHORIZATION OF AN APPROPRIATION IN AMOUNT OF $150,000

WHEREAS, the Contra Costa Board of Supervisors is interested in promoting regional sports activities; and

WHEREAS, the East Contra Costa cities are interested in developing areas in which to encourage visitors to play and shop in the region; and

WHEREAS, the County organization known as Delta 6 (comprised of Antioch, Brentwood, Oakley, Pittsburg and two supervisorial districts) has been a lead agency for the promotion of regional ideas; and

WHEREAS, the Delta 6 is supportive of fostering joint partnerships with private developers to provide facilities without the costs of development or operation.

NOW, THEREFORE BE IT RESOLVED that the City Council of the City of Brentwood desires to support regional cooperation and needed infrastructure improvements at Los Medanos College in the development of a regional minor league baseball sports facility with a non-profit organization named EAST COUNTY BASEBALL GROUP being formed from the membership of the Delta 6 organization representing all the involved East county members

NOW, THEREFORE BE IT FURTHER RESOLVED that the City Council authorizes an appropriation in the amount of $150,000 from general fund.
