Approve a Resolution authorizing staff to temporarily close Chestnut Street
from Third Street to Garin Parkway for twenty (20) working days for the
construction of all necessary utility connections.
On September 2, 2003, by Planning Commission Resolution No. 03-18, the
Planning Commission approved Tentative Subdivision Map No. 8426, with
The segment of construction from Third Street to Garin Parkway will be
performed by Signature Properties as outlined in the Conditions of Approval
for the development of Subdivision No. 8426. The work scheduled includes
constructing new portions of Chestnut Street to the ultimate configurations,
as well as 34 water and sewer utility connections.
Additionally the Developer will utilize this closure to upgrade a portion of
the existing downtown sewer system. This work consists of installing a new
12” sewer line and manhole from the existing line at Chestnut Street and
Third Street to an existing manhole at Chestnut Street and Birchwood Road.
Although the majority of this work would not require a complete closure,
there is certainly an economy of scale associated with building it in
conjunction with the utility connections. In order to proceed in a timely
manner, the closure of the roadway is the safest way possible to complete
the required improvements. Due to the existing water and sewer line in
Chestnut Street, this work is tentatively scheduled to begin in mid March
2004 and will coincide with the Brentwood Union School District Spring Break
(March 15 - 26, 2004).
The Developer and the City will notify the citizens and service providers
who are most impacted
at least five (5) days prior to the road closure. The means of notification
will include mailing notices and affixing door hangers to residents,
publishing closure information in local papers indicating the proposed road
closure and detour area, and updating the City's Traffic Alert section on
the web site.
The detour plan for these improvements has been reviewed and approved by the
City Engineer and will be implemented prior to construction. The City
Engineer will have the discretion of determining when to allow Signature
Properties to proceed with the work and notifying all emergency services as
well as the post office of this closure.
There is no fiscal impact associated with the closure of this roadway, as
all applicable costs will be the responsibility of the Developer. However,
the City will be reimbursing Signature Properties for the installation of
the 12” sewer line upon approval of a reimbursement agreement by the City

TWENTY (20) WORKING DAYS FOR THE CONSTRUCTION OF ALL NECESSARY UTILITY
WHEREAS, on September 2, 2003, by Planning Commission Resolution No. 03-18,
the Planning Commission approved Tentative Subdivision Map No. 8426, with

BE IT FURTHER RESOLVED that the City Engineer is authorized to determine
when the road closure will begin and to revise the total working days if
PASSED, APPROVED AND ADOPTED by the City Council of the City of Brentwood at
a regular meeting held on the 9th day of March 2004 by the following vote:
