Subject/Title: Accept the Work Performed by Redgwick Construction Company for the Pavement 2002/2003 Pavement Management Program, CIP Project No. 336-3083.

RECOMMENDATION
Approve a Resolution accepting the work performed by Redgwick Construction Company for the 2002/2003 Pavement Management Program, CIP Project No. 336-3083, and direct the City Clerk to file a Notice of Completion with the County Recorder.

PREVIOUS ACTION
On May 28, 2002, by Resolution No. 2549, the City Council adopted the City’s 2002/03 – 2006/07 Capital Improvement Program that included the 2002/2003 Pavement Management Program, CIP Project No. 336-3083.

On October 22, 2002, by Resolution No. 2717, the City Council authorized the City Manager to execute a Construction Contract in the amount of $487,545.10 to Redgwick Construction Company for the 2002/2003 Pavement Management Program, CIP Project No. 336-3083, and authorized the City Manager to execute change orders up to 10% ($48,754.51) of the contract amount.

BACKGROUND
As part of the design for the Pavement Management Program, staff used a Pavement Management Software program and analyzed the Pavement Condition Index (PCI). Also, the City performed a survey of existing roadways and, after analyzing the data and input from citizens and staff, determined which roads needed immediate and urgent pavement repairs.

The list of streets included in this project were: Central Boulevard (from Dainty Avenue to Griffith Lane), Balfour Road (between Rosegate Avenue and Hickory Drive), and the slurry seal on Walnut Boulevard (from Orchard Drive to Oak Street).

FISCAL IMPACT
Typically, the City reserves $600,000 per year for the Pavement Management Program, which includes design and construction. The original construction contract for this project was $487,545.10, with a 10% contingency ($48,754.51) for unknowns during construction, for a total approved project amount of $536,299.61.

During the construction phase, staff issued change orders to cover the following field changes; off-haul ($2,563), subdrain ($1,972), additional area in the intersection ($18,112), grinding ($13,623), additional traffic control ($4,000) and additional AB/AC ($11,188).

Finally, when the work was completed in August of 2003, and all the changes and quantities necessary to complete the work were identified, the change order amount totaled $62,500. The total contingency equates to approximately 12% of the original contract price, for a final contract price of $550,045.10.

This project was funded through Measure “C” ($100,000) and the General Fund ($450,045.10). This project will reduce the maintenance cost for these portions of the road and increase the life of existing pavement.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BRENTWOOD ACCEPTING THE WORK PERFORMED BY REDGWICK CONSTRUCTION COMPANY FOR THE 2002/2003 PAVEMENT MANAGEMENT PROGRAM, CIP PROJECT NO. 336-3083, AND DIRECT THE CITY CLERK TO FILE A NOTICE OF COMPLETION WITH THE COUNTY RECORDER.

BE IT FURTHER RESOLVED that the City Clerk is hereby directed to file a Notice of Completion with the County Recorder for this project.

NOTICE OF COMPLETION

NOTICE IS HEREBY GIVEN THAT:

THE CITY OF BRENTWOOD, a general law city, in the County of Contra Costa, State of California, did on the 9th day of December, 2003 enter into an agreement with Redgwick Construction Company, Inc. for 2002/2003 Pavement Management Program, CIP Project No. 336-3083. The list of streets included in the 2002/2003 Pavement Management Program were:
Central Boulevard (from Dainty Avenue to Griffith Lane), Balfour Road (between Rosegate Avenue and Hickory Drive) and Walnut Boulevard (from Orchard Drive to Oak Street).

The work described in the contract documents was to furnish all material, labor, and equipment necessary to complete said project.

On the 9th day of December 2003, said contract, as a whole was completed and the work was accepted by the City Council of the City of Brentwood.

I hereby certify under penalty of perjury that the facts set forth in the foregoing Notice of Completion are true and correct.
