Subject/Title: Approve resolution authorizing the City of Brentwood to accept monies from the State COPS program

RECOMMENDATION

Approve Resolution authorizing the City of Brentwood to accept monies from the State COPS (Citizens Option for Public Safety) program, in order to fund frontline law enforcement needs, including personnel, equipment and programs necessary to meet those needs.

PREVIOUS ACTION

In October of 2002, the City Council adopted a Resolution accepting $100,000 in State COPS funding.

BACKGROUND

In 1996 AB 3229 was enacted as part of the State budget, which allowed cities to receive State monies for public safety “front lines operations.” The City has since received funding every year from the State, through the Contra Costa Supplemental Law Enforcement Oversight Committee. To satisfy the requirement of AB 3229, a public hearing is required each year in order to discuss expenditure of those funds. Although the public hearing is required in September of each year, the Oversight Committee has not yet determined the amount of money the City of Brentwood will receive from the State. However, Lisa Driscol of the County Administrator’s Office stated they are anticipating $100,000 for Brentwood again this year. Last year the Police Department used a large portion of the money received for the augmentation of the traffic division’s commercial enforcement program.

Expenditures this year would be dependant upon the amount of funds received, but would be focused primarily on equipment and training to maintain and enhance the Department’s ability to respond to potential emergency situations.

RESOLUTION NO.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BRENTWOOD AUTHORIZING THE ACCEPTANCE OF MONIES FROM THE STATE CITIZENS OPTION FOR PUBLIC SAFETY (COPS) PROGRAM, AND TO EXPEND THE FUNDS FOR LAW ENFORCEMENT PURPOSES

WHEREAS, the State of California COPS program provides monies for funding frontline law enforcement needs; and

WHEREAS, the Contra Costa Supplemental Law Enforcement Oversight Committee has been charged with administering the money to local law enforcement agencies; and

WHEREAS, the City of Brentwood may be eligible to receive monies for the FY 03/04 budget, it is anticipated these funds will be used for frontline equipment and training in order to enhance the Brentwood Police Department’s ability to respond to emergency situations.

NOW, THEREFORE BE IT RESOLVED that the City Council of the City of Brentwood authorizes acceptance and expenditure of the monies for the aforementioned purposes.
