Subject/Title: Authorize Staff to Negotiate a Contract for Architectural Services

RECOMMENDATION
Authorize the City Manager and the Economic Development Director to negotiate a contract for Architectural Services with Kaplan McLaughlin Diaz (KMD) for the New City Hall Project, CIP No. 337-3139, and direct staff to return to Council with the negotiated scope and costs associated with the proposed services for Council review.

PREVIOUS ACTION
On April 7, 2003, The City Council Capital Improvement Workshop was held to review the 2003/2008 Capital Improvement Program, which including the New City Hall Project, CIP Project No. 337-3139.

On May 27, 2003, The City Council appointed Mayor Brian Swisher and Council Member Bill Hill to the New City Hall Ad Hoc Committee.

BACKGROUND
The Ad Hoc Committee received eighteen statements of qualifications (SOQs) from various architectural firms located within a 100 mile radius of Brentwood. After the initial review process, five firms were interviewed by the full Ad Hoc Committee. Two of the five firms were selected to move to the next phase of the process and were interviewed by a smaller grouping of the Committee. This interview led to the choice to move forward with KMD.

During the phases of the selection process, financial records were reviewed and verified and reference calls were made. Staff received positive information upon this review.

Staff requires direction from Council to move forward with the design process for the project. The design process would include the following areas: the site location process, initial design development including adjacencies, schematic design, design development, construction documents, bidding assistance, as well as construction administration to ensure that the building is built as it is intended. Once a scope of work is fully developed and negotiated with the architect, staff will bring the information before Council for review.
