CITY COUNCIL AGENDA ITEM NO. 2

Meeting Date: June 24, 2003

Subject/Title: Funding Agreement with the State of California Office of Traffic Safety

Submitted by: Finance: P. Ehler/K. Wahl
Police: M. Davies/K. King

Approved by: John Stevenson, City Manager

RECOMMENDATION
Approve a resolution authorizing the City Manager and/or Chief of Police to sign the funding agreement with the State of California, Office of Traffic Safety (OTS) in the amount of $132,498 to develop and implement a program for community speed reduction education and enforcement to reduce the number of speed and DUI-related injury and non-injury traffic collisions.

PREVIOUS ACTION
None

BACKGROUND
The Office of Traffic Safety distributes federal funding apportioned to California under the National Highway Safety Act and the Transportation Equity Act for the 21st Century (TEA-21). OTS grants are designed to address traffic safety priority areas that include program areas established under the act. Grants may be for assistance in mitigating traffic safety program deficiencies, expansion of an ongoing activity, or development of a new program.

Because of the rapid growth of the City of Brentwood, the need for concentration on traffic safety and enforcement is very apparent. Because this has been an established need for the City, a “concept paper” was submitted by the Finance and Police Departments to the Office of Traffic Safety for funding in the amount of $140,802. On June 2, 2003, we were notified of being a successful candidate for funding. Due to limited funds for new grants this year, OTS was unable to fund the total amount requested from many agencies, including Brentwood, and the grant award was made in the amount of $132,498.

The grant will provide funding for development and implementation of a program for community speed reduction education and enforcement to reduce the number of speed related injury and non-injury traffic collisions. The program will provide for 10 hours per week in overtime dedicated to traffic enforcement, with a primary focus on areas of speed and DUI violations. Equipment including radar units and Nu-Metrics Traffic Analyzers and software for speed and data collection will also be purchased under this grant.

FISCAL IMPACT
The Office of Traffic Safety grant will fund 480 hours of overtime, including benefits, over a two-year period. The Police Department will continue to budget funds equipment maintenance, the officer’s regular time and any overtime outside the hours dedicated to the grant program. There is no matching requirement for the equipment to be purchased.
