Subject/Title: Funding Agreement with the State of California Office of Traffic Safety

Because of the rapid growth of the City of Brentwood, the need for concentration on traffic safety and enforcement is very apparent. Because this has been an established need for the City, a “concept paper” was submitted by the Finance and Police Departments to the Office of Traffic Safety for funding in the amount of $140,802. On June 2, 2003, we were notified of being a successful candidate for funding. Due to limited funds for new grants this year, OTS was unable to fund the total amount requested from many agencies, including Brentwood, and the grant award was made in the amount of $132,498.
The grant will provide funding for development and implementation of a program for community speed reduction education and enforcement to reduce the number of speed related injury and non-injury traffic collisions. The program will provide for 10 hours per week in overtime dedicated to traffic enforcement, with a primary focus on areas of speed and DUI violations. Equipment including radar units and Nu-Metrics Traffic Analyzers and software for speed and data collection will also be purchased under this grant.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BRENTWOOD AUTHORIZING THE CITY MANAGER AND/OR CHIEF OF POLICE TO EXECUTE THE FUNDING AGREEMENT WITH THE OFFICE OF TRAFFIC SAFETY FOR ALLOCATION OF FUNDS FOR THE BRENTWOOD COMMUNITY SPEED REDUCTION EDUCATION AND ENFORCEMENT PROGRAM
WHEREAS, the Office of Traffic Safety (OTS) distributes federal funding apportioned to California under the National Highway Safety Act and the Transportation Equity Act for the 21st Century (TEA-21) for traffic safety projects; and
WHEREAS, OTS has approved funding in the amount of $132,498 for the Brentwood Community Collision Reduction Education and Enforcement Program; and
WHEREAS, the Community Collision Reduction Education and Enforcement Program will develop and implement community speed reduction education and enforcement to reduce the number of speed related injury and non-injury traffic collisions.
WHEREAS, a resolution is necessary to authorize a funding agreement and designating the person authorized as the City’s representative.
NOW, THEREFORE BE IT RESOLVED by the City Council of the City of Brentwood that the funding agreement with the State of California, Office of Traffic Safety for an allocation of $132,498 is authorized.
BE IT FURTHER RESOLVED that the Chief of Police is designated as the City’s authorized representative to execute the project agreement documents for this grant program.
