Subject/Title: Temporary Road Closure – Sellers Avenue from Chestnut Street to Balfour Road for approximately fifteen (15) working days.

City staff and Signature Properties coordinated efforts to revise the layout of the installation of the water and non-potable lines to be installed without a roadway closure. This reduced the requested roadway closure by approximately 2 to 3 weeks. This work has now been completed and Signature Homes is ready to proceed with the roadway reconstruction.
Staff feels it is important to proceed with the roadway closure, so the improvements can be constructed while school is out during summer break, which will help minimize the traffic impacts. During the closure, traffic will be re-routed using Chestnut Street, Garin Parkway, and Balfour Road. The proposed construction start date is June 30, 2003.
The Developer will work with the City to notify the citizens who are the most impacted by the road closure. The means of notification will include mailing notices and affixing door hangers to residents, publishing closure information in local papers indicating the proposed road closure and detour area, and updating the City's Traffic Alert section of the web site.
The detour plan for these improvements will be reviewed and approved by the City Engineer prior to construction. The City will review the latest traffic counts on Sellers Avenue to confirm that the closure does not have a substantial impact on the existing traffic flow. The City Engineer will have the discretion of determining when to allow Signature Properties to proceed with the work and notify both the Police and Fire Departments of this closure.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BRENTWOOD AUTHORIZING THE TEMPORARY CLOSURE OF SELLERS AVENUE FROM CHESTNUT STREET TO BALFOUR ROAD FOR FIFTEEN (15) WORKING DAYS FOR THE RECONSTRUCTION OF SELLERS AVENUE.
WHEREAS, On March 17, 1992, by Planning Commission Resolution No. 92-04, the Planning Commission approved Tentative Subdivision Map No. 7605, with conditions; and
WHEREAS, the roadway reconstruction on Sellers Avenue from Garin Parkway to Balfour Road will be performed by Signature Properties, as outlined in the Conditions of Approval for Tentative Subdivision Map No. 7605 (Garin Ranch); and
WHEREAS, the work scheduled for construction on Sellers Avenue includes removing the existing pavement section and regrading and reconstructing the roadway section; and
WHEREAS, this work will greatly improve the existing roadway and will ensure a longer useful life of the roadway without the City incurring higher maintenance costs if only a pavement overlay was constructed; and
WHEREAS, the Developer will work with the City to notify the citizens who are the most impacted by providing at least five (5) days prior to the road closure, notice of the Sellers Avenue closure; and
WHEREAS, the detour plan for these improvements will be reviewed and approved by the City Engineer prior to construction.
NOW, THEREFORE BE IT RESOLVED that the City Council of the City of Brentwood
authorizes staff to temporarily close Sellers Avenue from Chestnut Street
to Balfour Road for a period of fifteen (15) working days for the reconstruction
of Sellers Avenue.
