RECOMMENDATION
Approve a Resolution authorizing the City Manager to execute a Contract with Pacific Gas and Electric (PG&E) in an amount not to exceed $86,744.00 for the relocation of Gas Transmission Line 114 on Fairview Avenue, approximately 600 feet south of Lone Tree Way, to facilitate the construction of 4-60” storm drain lines across Fairview Avenue to the Flood Control Detention Basin; and approve change orders up to 15% of the contract amount for the Northwest Quadrant Infrastructure Project, CIP Project No. 336-3127.

PREVIOUS ACTION
On May 22, 2001, the City Council approved Resolution No. 2299 adopting the City’s 2001/06 Capital Improvement Program (CIP) that includes the Lone Tree Way Widening Project, under the Northwest Quadrant Infrastructure, CIP Project No. 336-3127.

On February 12, 2002, the City Council approved a Design, Engineering and Estimating Contract with Pacific Gas and Electric (PG&E) for the undergrounding of the existing 21 kV Overhead Distribution Power Line along Lone Tree Way Between Jeffery Way and Fairview Avenue for CIP Project No. 336-3127.

BACKGROUND
As part of the Northwest Quadrant Improvements, Fairview Avenue is realigned with utilities at Lone Tree Way. Part of these utilities is a major storm drain installation along and across Fairview Avenue. The attached contract is for Pacific Gas and Electric (PG&E) to relocate the existing 22” high pressure gas line, Gas Transmission Line 114, on Fairview Avenue, approximately 600 feet south of Lone Tree Way, to facilitate the construction of 4-60” storm drain lines across Fairview Avenue to the Flood Control Detention Basin. In order for the Contractor to proceed with the storm drainage improvements on Fairview Avenue, PG&E must first remove approximately 80 feet of its high pressure gas line. Fairview Avenue will have a temporary shoefly around the construction zone for approximately 3 weeks while this work is being completed by PG&E and the prime Contractor. This work is critical to proceed with the roadway improvements to the new Fairview Realignment and keep within the project schedule.

Removing and replacing the existing PG&E 22” high pressure gas line was required by PG&E to ensure public safety. PG&E was concerned with exposing the existing gas line and supporting the line during the installation of the 4-60” diameter storm drain lines, as well as having to recoat the gas line in its brittle condition.

The Contractor will provide a credit to the City to perform the storm line installation since the project cost assumed supporting the native gas line and installing the storm drain system in a specific sequence of events. Further, since this work to install the storm drain piping is a Contra Costa County Flood Control District sub-regional drainage improvement, the City will coordinate with the County for reimbursement for the removal and replacement of the gas line in order to perform the sub-regional drainage improvements.

FISCAL IMPACT
The funds for this work are through facility fees, which are included in the existing budget as approved in this year’s Capital Improvement Program 2002/07.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BRENTWOOD AUTHORIZING THE CITY MANAGER TO EXECUTE A CONTRACT WITH PACIFIC GAS AND ELECTRIC (PG&E) IN AN AMOUNT NOT TO EXCEED $86,744.00 FOR THE RELOCATION OF GAS TRANSMISSION LINE 114 ON FAIRVIEW AVENUE, APPROXIMATELY 600 FEET SOUTH OF LONE TREE WAY, TO FACILITATE THE CONSTRUCTION OF 4-60” STORM DRAIN LINES ACROSS FAIRVIEW AVENUE TO THE FLOOD CONTROL DETENTION BASIN, AND APPROVE CHANGE ORDERS UP TO 15% OF THE CONTRACT AMOUNT FOR THE NORTHWEST QUADRANT INFRASTRUCTURE PROJECT, CIP PROJECT NO. 336-3127.

WHEREAS, the relocation of the 22” High Pressure Gas Transmission Line 114 on Fairview Avenue is required to install the Contra Costa County sub-regional drainage improvements, which are part of the Fairview Avenue Realignment project as shown on the improvement plans.

NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Brentwood hereby authorizes the City Manager to execute a Contract with Pacific Gas and Electric (PG&E) in an amount not to exceed $86,744.00 for the relocation of Gas Transmission Line 114 on Fairview Avenue, approximately 600 feet south of Lone Tree Way, to facilitate the construction of 4-60” Storm Drain Lines across Fairview Avenue to the Flood Control Detention Basin and approve change orders up to 15% of the contract amount for CIP Project No. 336-3127.
