RECOMMENDATION
Accept the Parks and Recreation Department amendment to the 2002/03 Master Fee Schedule/Cost Allocation Plan Resolution No. 2643 to include fees for the Parks and Recreation Department.

PREVIOUS ACTION
On February 11, 2003 City Council accepted the report and methodology for the Parks and Recreation Department Cost of Services Study prepared by Maximus.

BACKGROUND
Under the direction of the City of Brentwood Finance and Information Services Department, Maximus was hired to review the user fee services and related revenues of the Parks and Recreation Department. The purpose of the study was to: 1) identify the full cost (both direct and indirect) of providing fee for services; 2) compare costs with revenues currently received for these services; and 3) present recommendations of practical and achievable cost recovery levels together with adjusted revenues by user fee service. The Parks and Recreation Cost Allocation Plan was adopted by City Council on February 11, 2003. Staff was then directed to use this format and information to develop the 2003/05 fiscal year budget and fees necessary to accomplish the cost recovery goals.

Once approved, it takes 60 days for the new fee structure to go into effect. The City of Brentwood, Parks and Recreation Department Activities Guide covers 4 months, currently advertising programs through September. In order to continue to meet our recovery goals, staff is recommending a 2.3% increase across the board for Parks and Recreation Department fees and charges except for senior and aquatic programs. The fees for the use of the Brentwood Union School District Facilities will not be amended either because those fees are set by the school district. This adjustment will become affective with the programs that start October 1, 2003. As aquatic and senior programs are offered on a calendar year basis, staff will bring back recommended fee adjustments for these programs in November 2003 for the calendar year 2004.

FISCAL
Revenue projections for programs offered October through June in fiscal year 2003/04 will be increased by the consumer price index of 2.3%.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BRENTWOOD AMENDING THE 2002/03 MASTER FEE SCHEDULE/COST ALLOCATION PLAN ADOPTED BY RESOLUTION NO. 2643

WHEREAS, MAXIMUS Consulting Group conducted a fee study for the Parks and Recreation Department on January 13, 2003; and

WHEREAS, the City Council of the City of Brentwood accepted the report and methodology for the Parks and Recreation Department Cost of Services Study prepared by Maximus; and

WHEREAS, the Parks and Recreation Department of the City of Brentwood used the report to prepare the fiscal year 2003/05 budget.

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Brentwood, that the 2002/03 Master Fee Schedule be amended.

PASSED, APPROVED AND ADOPTED by the City Council of the City of Brentwood at a regular meeting on the 10th day of June 2003 by the following vote:
