RECOMMENDATION
Authorize the City Manager to dispose of four (4) used Ford Police vehicles by means of sale to the City of Oakley, CA. and the City of Trinidad, CA. Revenue from these sales will replenish the Vehicle Replacement Fund with approximately $13,850

PREVIOUS ACTION
The Fiscal 2002/2003 budget provided for replacement of Police vehicles BPD#07, BPD#09, BPD#10 and BPD#24 (unmarked) with new 2003 Ford Crown Victoria Police Interceptors, leaving these vehicles as surplus. In 1999, the City Council previously authorized the sale of surplus police vehicle to the City of Oakley following their incorporation for $1.00 each to aide in reducing the Oakley Police Department’s start-up costs

BACKGROUND
Surplus police vehicles have previously been disposed of by means of sale to auction/brokers who, in turn, routinely sell the vehicles to movie companies for use/ destruction in the production of various films. The revenue derived from the sale of these vehicles has historically yielded $1,500 to $2,000 per vehicle. Prior to the sale of these vehicles, all emergency equipment had to be professionally removed from the vehicles, resulting in a reduction in net income of $300-$400.

Staff has been contacted by the listed municipalities, who have requested the assistance of the City of Brentwood in making these surplus police vehicles available to their financially-challenged agencies for continued police patrol use in their cities. Both cities have asked to purchase the vehicles as-equipped (less the in-car video systems and agency decals). These municipalities have agreed to pay a depreciated value of 75% of the new-purchase value of the emergency (3-6 years old) equipment currently installed in these vehicles, saving strip-out costs, and in-turn saving those agencies installation costs. Further, this will provide the opportunity to install new equipment in the City of Brentwood Police vehicles for approximately 25% of new equipment costs for equipment which has served more than 50% of the serviceable life.

FISCAL IMPACT
The proposed price for these vehicles, agreed upon by the municipalities, is $1,700 per vehicle; plus an additional $2350 for each of the three marked vehicles’ remaining emergency equipment (light bar, siren, controller, console, radio, cage, plastic seat, corner lights). (The fourth vehicle is not equipped with emergency equipment). The result will be the replenishing of approximately $13,850 into the Vehicle Replacement Fund.

The resulting increased net cost to the City of Brentwood for the purchase of new replacement emergency equipment for the three new Brentwood Police patrol vehicles will be approximately $750; or $250 per vehicle.

RESOLUTION NO.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BRENTWOOD AUTHORIZING THE SALE OF FOUR (4) SURPLUS FORD POLICE CARS TO THE CITY OF OAKLEY (3), AND THE CITY OF TRINIDAD (1)

WHEREAS, the 2002/2003 FY budget provided for replacement of four police department used vehicles with new police vehicles; and

WHEREAS, the cities of Oakley and Trinidad have contacted staff and requested the assistance of the City of Brentwood in making these surplus police vehicles available to their agencies at a depreciated value;

NOW, THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF BRENTWOOD THAT THE CITY MANAGER IS AUTHORIZED TO DISPOSE OF FOUR USED FORD POLICE VEHICLES BY MEANS OF SALE TO THE CITY OF OAKLEY AND THE CITY OF TRINIDAD, AND THAT THE SALE OF THESES VEHICLES WILL REPLENISH THE VEHICLE REPLACEMENT FUND WITH APPROXIMATELY $13,850.
