Subject/Title: Approve a Resolution authorizing the City Manager to purchase a new LeeBoy paving machine, a new Ingersoll-Rand roller, a new Line Master thermo paint applicator, a new TMT Pathway paint striper, a new Tandem equipment trailer, and a new 10-wheel dump truck for the Street Division not to exceed $345,100.

RECOMMENDATION
Approve a Resolution authorizing the City Manager to purchase a new LeeBoy paving machine, a new Ingersoll-Rand roller, a new Line Master thermo paint applicator, a new TMT Pathway paint striper, a new Tandem equipment trailer, and a new 10-wheel dump truck for the Street Division not to exceed $345,100.

PREVIOUS ACTION
City Council approved lease/purchase financing agreement with Koch Financial for the amount of $345,100 on November 12, 2002. The Streets Division budgeted $345,100 in 2002/03 for the purchase of a new asphalt paver, roller, thermo plastic applicator, paint striper, and utility trailer.

BACKGROUND
Asphalt Roller - Staff contacted three vendors and looked at other models of the asphalt roller. Staff went to other cities and private contractors to obtain their views and opinions of the equipment. Ingersoll-Rand, Hamm and Rammax bid on the rollers. Ingersoll-Rand has better compaction force than other models; it also has a Kubota engine, which is a reputable engine. Therefore, staff recommends the Ingersoll-Rand Roller. The three bids received are as follows:

1. Ingersoll-Rand Equipment $27,920.92
2. Nixon-Egli Equipment (Hamm) $26,984.56
3. Ricker Machinery (Rammax) $31,956.94

Asphalt Paver - Staff contacted two vendors and looked at other models of the asphalt paver. Staff went to other cities and private contractors to obtain their views and opinions of the equipment. LeeBoy and Blaw-Knox bid on the paver. These two companies were the only two companies that offer a paver with a minimum five foot paving width. The LeeBoy paver paves a wider path than the Blaw-Knox. The LeeBoy has a bigger hopper, which will hold more asphalt. The LeeBoy has the ability to move the controls from the left to the right side of the paver. Blaw-Knox does not offer this detail. Therefore, staff recommends the LeeBoy Paver. The two bids received are as follows:

1. Nixon-Egli (LeeBoy) $58,159.43
2. Ingersoll-Rand (Blaw-Knox) $58,057.72
Paint Striper - Staff contacted two vendors and looked at other models of the line paint striper. Staff went to other cities to obtain their views and opinions of the equipment. TMT Pathway and E-Z-Liner bid on the stripers. These two companies were the only companies that offered the type and size of striper we were looking for. TMT Pathway was the lowest bidder of the two. They offered a smaller vehicle with larger paint tanks, which will help us to maneuver in small areas. Therefore, staff recommends the TMT Pathway Striper. The two bids received are as follows:

1. TMT Pathway $76,451.56
2. EZ-Liner $143,440.05

Trailer - Staff contacted three vendors and looked at other models of the Tandem equipment trailer. This trailer will carry the paver and roller. Nixon-Egli could not get the bid to us in time. They offer the same trailer as Ingersoll-Rand. Interstate Trailers came in low bid. Therefore, staff recommends the Interstate Trailer. The three bids received are as follows:

1. InterstateTrailers $10,364.94
2. Ingersoll-Rand $18,943.75
3. Nixon-Egli No bid

Thermoplastic Applicator - Staff contacted three vendors and looked at other models of the thermo paint applicator. Staff went to other cities to obtain their views and opinions towards the applicators. Line Master, TMT Pathway, and DTC Corporation bid on the applicator. TMT Pathway came in as low bidder but they only include a 12-inch die box. Line Master came in just above TMT Pathway, but they include a 4, 8, and 12-inch die box. Each die box cost $1,000. Line Master offers a glass bead applicator that runs off of the motion of the applicator. The other companies offer a gravity fed glass bead applicator. The glass beads come out all at once in a gravity fed applicator. In a measured applicator such as Line Master, the beads only come out once the applicator is in motion. Therefore, staff recommends the Line Master Thermo Applicator. The three bids received are as follows:

1. Line Master $37,337.59
2. TMT Pathway $34,748.25
3. DTC Corporation $39,873.89

Dump Truck - We will be initiating an in-house Pavement Maintenance Program once the equipment is approved. In order to be successful at this program a bigger dump truck than we presently own will be needed. We are currently using a five-yard dump truck for small patchwork. Once we purchase the asphalt paver the bigger dump truck will be needed. In one load, the proposed 10-wheel dump truck will haul what our five-yard dump truck will haul in three loads.

The asphalt paver, thermo machine, paint striper, trailer, and roller was approved in the 2002/03 budget. The combined cost that was approved was $345,100. The actual cost for the combined equipment is $210,234.49 leaving a balance of $134,865.31 for the purchase of the new 10-wheel dump truck. Staff contacted three vendors and compared the three dump trucks. The three bidders for the dump truck were East Bay Ford, Oakland Truck Center, and Golden Gate Truck Center. East Bay Ford came in slightly higher than the lowest bid, but they include more options in their final price such as a larger dump bed, three coal gates in tailgate, a push button power take-off (p.t.o.), an asphalt tarp cover, and an air powered hitch. Golden Gate offers these items as an option which when combined will put them higher than East Bay Ford. Therefore, staff recommends the East Bay Ford Dump Truck. The three bids received are as follows:

1. East Bay Ford Truck Center $81,701.00
2. Golden Gate Truck Center $77,434.47
3. Oakland Truck Center $100,645.44


FISCAL IMPACT
The 2002/03 New Equipment Fund budgeted $345,100 for the purchase of the asphalt paver, roller, thermo plastic applicator, paint striper, and utility trailer. Council approved lease/purchase financing of $345,100 from Koch Financial, of which $90,000 lease payments for five years will be paid from the Vehicle Replacement Fund.

A RESOLUTION AUTHORIZING THE CITY MANAGER TO PURCHASE A NEW LEE BOY PAVING MACHINE, A NEW INGERSOLL-RAND ROLLER, A NEW LINE MASTER THERMO PAINT APPLICATOR, A NEW TMT PATHWAY PAINT STRIPER, A NEW TANDEM EQUIPMENT TRAILER, AND A NEW 10-WHEEL DUMP TRUCK, FOR THE STREET DIVISION NOT TO EXCEED $345,100.

WHEREAS, in 2002/03, $345,100 was budgeted to purchase an asphalt paver, roller, thermo applicator, paint striper, and utility trailer; and

WHEREAS, staff contacted two to three vendors and looked at several other models of the listed equipment, receiving two to three bids on the new equipment; and

WHEREAS, Ingersoll-Rand, Nixon-Egli, TMT Pathway, Interstate Trailers, Line Master and East Bay Ford Truck Center came in with the lowest bid and or offered options that best suited the City’s needs.

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Brentwood, that the City will purchase an asphalt paver, roller, thermoplastic applicator, paint striper, utility trailer, and a 10-wheel dump truck to administer a City wide Pavement Maintenance Program.

PASSED, APPROVED AND ADOPTED by the City Council of the City of Brentwood at a regular meeting on the 22nd day of April 2003 by the following vote:
