Subject/Title: Closure of Certain Streets to Facilitate the Annual Spring to Life Fun Run

RECOMMENDATION

Adopt a Resolution authorizing the closure of certain streets to facilitate the City of Brentwood Parks and Recreation Department’s Spring to Life Fun Run on Saturday, April 26, 2003.

PREVIOUS ACTION

The City of Brentwood has previously hosted as an annual event, the Spring to Life Fun Run.

BACKGROUND

The City of Brentwood Parks and Recreation Department is requesting permission to close certain streets for the Spring to Life Fun Run on April 26, 2003. It is expected to draw approximately 200-400 participants. Mac Kaiser is the person in charge of the event representing the Parks and Recreation Department. The run is scheduled to begin at 8:30 a.m. (streets close at 8:00 a.m.) and end at approximately 11:30 a.m.

The Fun Run includes a 1 mile walk/run and a 5k run. Both course will begin and end at City Park on Oak Street. The route for the 1 mile walk/run is from the City Hall parking lot south on Third Street to Edna Hill School, around the east side of Edna Hill School south to Garin School, around the south side of Garin School to First Street, north on First Street, east on Oak Street to City Park. The 5k run is from the City Hall parking lot west on Oak Street, south on First Street to Garin School, around the south side of Garin school to north on Lawrence Lane, north on Garin Parkway, east on Chestnut Street, south on Sellers Avenue, west on Balfour Road, turnaround at Waldon Street and east on Balfour Road, north on Sellers Avenue, west on Chestnut Street, north on Third Street to City Park.

FISCAL IMPACT

The cost of police involvement for last years event was $1,233.22. The Police Department will use funds from the Department’s Special Events account to cover costs for this event. The Police Department will use volunteers, explorers, community service officers, and reserve police officers whenever appropriate to help reduce the cost of this event.

RESOLUTION NO.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BRENTWOOD AUTHORIZING THE CLOSURE OF CERTAIN STREETS IN ORDER TO FACILITATE THE ANNUAL SPRING TO LIFE FUN RUN ON SATURDAY, APRIL 26, 2003.

WHEREAS, the City of Brentwood Parks and Recreation Department will sponsor the annual Spring to Life Fun Run on Saturday, April 26, 2003, which will attract a large number of participants; and

WHEREAS, to accommodate the City of Brentwood Parks and Recreation Department’s Spring to Life Fun Run, it is requested that the following streets be closed to traffic between the hours of 8:00 a.m. and 11:30 a.m. on the day of the event.

* The City Hall parking lot.

* Oak Street from Third Street including the intersection of Oak Street and Third Street to First Street including the intersection of Oak Street and First Street.

* First Street to Garin School.

* Lawrence Lane from Redhaven Street to Garin Parkway including the intersection of Lawrence Lane and Garin Parkway.

* Garin Parkway from Lawrence Lane to Chestnut Street including the intersection of Garin Parkway and Chestnut Street.

* Chestnut Street from Third Street including the intersection of Chestnut Street and Third Street to Sellers Avenue including the intersection of Sellers Avenue and Chestnut Street.

* Third Street from Oak Street to Birch Street including the intersection of Third Street and Birch Street.

* Sellers Avenue from Chestnut Street to Balfour Road including the intersection of Sellers Avenue and Balfour Road.

* Balfour Road from Sellers Avenue to Waldon Street.

WHEREAS, pursuant to Vehicle Code Section 21101(e), the City may temporarily close portions of streets for local special events such as the Spring to Life Fun Run when the closing is necessary for the safety and protection of persons who are to use those portions of the street during the temporary closure; and

NOW, THEREFORE BE IT RESOLVED by the City Council of the City of Brentwood that the Brentwood Police Department is ordered to close the above mentioned streets between the hours of 8:00 a.m. and 11:30 a.m. on Saturday, April 26, 2003 for the annual Spring to Life Fun Run.

PASSED, APPROVED AND ADOPTED by the City Council of the City of Brentwood at a regular meeting held on April 8, 2003 by the following vote:
