Subject/Title: Closure of Certain Streets to Facilitate the Immaculate Heart of Mary Church Easter Procession

RECOMMENDATION

Adopt a Resolution authorizing the closure of certain streets in order to facilitate the Immaculate Heart of Mary Church Easter Procession on Friday, April 18, 2003.

PREVIOUS ACTION

The City of Brentwood has previously authorized the Immaculate Heart of Mary Church to hold their annual Easter Procession (Good Friday religious ceremony) which requires the closure of certain streets in Brentwood.

BACKGROUND

The Immaculate Heart of Mary Church is requesting permission to hold their annual Easter Procession on Friday, April 18, 2003. It is expected that approximately 500 people will participate. In order to accommodate the number of people who will be attending the ceremony, the Church has requested certain streets to be closed for the Procession. The Procession is scheduled to start at 6:30 p.m. (street closure at 6:00 p.m.) and end at approximately 10:00 p.m. The Police Department’s involvement in the event is estimated to take approximately 3.5 hours. The route for the event is the same route as last year, First Street from the front of the Veterans Hall, north to Pine Street, Pine Street to Second Street, Second Street to Maple Street, Maple Street to First Street. The person in charge of the event for the Church is Frank Bustos.

FISCAL IMPACT

The cost of police involvement for last years event was $910.00. The Church has requested that the police related costs for this event be absorbed by the City. If approved as is, the Police Department will use funds from its Special Events account to pay for police services. The Police Department will use police volunteers, police explorers, community service officers, and reserve officers where appropriate to help reduce the cost of the event.

RESOLUTION NO.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BRENTWOOD AUTHORIZING THE CLOSURE TO CERTAIN STREETS IN ORDER TO FACILITATE THE IMMACULATE HEART OF MARY CHURCH EASTER PROCESSION.

WHEREAS, the Immaculate Heart of Mary Church will hold their Easter Procession on Friday, April 18, 2003, which will attract great numbers of people to the community; and

WHEREAS, to accommodate the Immaculate Heart of Mary Church Easter Procession, it is requested that the following streets be closed to traffic between the hours of 6:00 p.m. and 10:00 p.m. on the day of the event.

* First Street from East Contra Costa Fire Station 54 to Pine Street, including the intersection of First Street and Pine Street.

* Pine Street from First Street to Second Street.

* Second Street including the intersection of Second Street and Pine Street to and including the intersection of Second Street and Maple Street.

* Maple Street from Second Street to First Street.

WHEREAS, pursuant to Vehicle Code Section 21101(e), the City may temporarily close portions of streets for local special events such as the Immaculate Heart of Mary Church Easter Procession when the closing is necessary for the safety and protection of persons who are to use those portions of the street during the temporary closure; and

NOW, THEREFORE BE IT RESOLVED by the City Council of the City of Brentwood that the Brentwood Police Department is ordered to close the above mentioned streets between the hours of 6:00 p.m. and 10:00 p.m. on Friday, April 18, 2003 for the Immaculate Heart of Mary Church Easter Procession.

PASSED, APPROVED AND ADOPTED by the City Council of the City of Brentwood at a regular meeting held on April 8, 2003 by the following vote:
