Subject/Title: Schedule a Council/ Planning Commission Joint Workshop regarding the proposed Vineyards at Marsh Creek Project located near Marsh Creek Road and the southerly extension of Fairview Avenue

Set the date of Tuesday, April 22, 2003, at 5:30 p.m. to hold a Council/Planning Commission Joint Workshop regarding the proposed Vineyards at Marsh Creek Project.
On March 11, 2003, the City Council approved two contracts to enable the preparation of an Environmental Impact Report (EIR) for this proposed annexation and development project. The first contract approved was between the City and the applicant, agreeing that the applicant will pay the full cost of the EIR and staff administrative fees as called out in the consultant’s scope of work. The second contract approved was between the City and consultant selected by the City, RBF, agreeing that RBF will work for the City, setting the scope of work and contract amount.
The Vineyards at Marsh Creek, L.L.C is the applicant that has filed an application for annexation and development of a mixed use commercial business park, hotel/conference center, winery, community college campus, and executive and senior citizen housing project within the portion of Special Planning Area (SPA) J, that is inside the Urban Limit Line. This master planned, comprehensive development project will include processing of an EIR, annexation through the City and LAFCO, and review and approval of planning entitlements, such as subdivision maps, design review plans, and a development agreement. A Charrette workshop is also being planned in early April to invite the community to take part in the early conceptual planning and scoping of this project.
This workshop is being held to bring the Council and Commission up to date on the project submittal and progress, and to allow for informal discussion, questions and answers with the staff and applicants.
