Subject/Title: Purchase of Co-Generator for Brentwood Family Aquatic Complex

RECOMMENDATION 
Approve purchase of the Tecogen Co-Generator from Tecogen, Inc. in the amount of $65,158.

PREVIOUS ACTION
Resolution was approved by City Council on January 8, 2002 to reinstate the Balfour Road Aquatic Complex (as part of the 2001-2006 Capital Improvement Program), CIP number 522-5202.

A Professional Services Agreement with Water and Energy Management to perform a Cost Feasibility Analysis, and design this project, was approved by the City Council and was executed on February 26, 2002.

BACKGROUND
This project is one component of the Aquatics Complex Capital Improvement Program, Project No. 522-5202. 

A cost/benefit study was performed by Bob Spitzka, of Water and Energy Management to quantify the economic, technical, and environmental aspects of co-generation at the Aquatics Complex. He produced a report last March that recommended this would be a very good means of lowering the annual utility costs associated with the operation of the Brentwood Family Aquatics Complex. In his report he estimated that the project could save an estimated $41,875 annually (at current energy costs). This translates to a simple payback of 2.9 years for our investment in this project.

Co-generation is the simultaneous production of electricity and thermal energy (hot water) from a single energy source (natural gas). The study focused on how to lower the electrical and pool heating costs by installing a 60 kw co-generation system to generate electricity while concurrently making hot water that is used to heat the pools. This would reduce the operation of the existing pool heaters and supply electricity for the pumps and other electrical needs of the Aquatics Complex. The natural gas purchased for running the co-generator is also half of the cost of our current rate due to the fact that the PUC is encouraging the use of such devices.

Staff recommends a sole source direct purchase of the pool co-generation module directly from the manufacturer, Tecogen, Inc. for the amount of $65,158. We are doing this for the following reasons:
• We are able to purchase this unit at a government rate from the manufacturer
• The unit is highly recommended by our consultant
• This is a readily available product and is proven in our area (see attached reference list)
• There are many long-term Tecogen sites, some of which have been running successfully for almost 20 years. Some systems have over 100,000 run-hours to date on them. 
• Sites are serviced by Tecogen's full-time local service office, consisting of four full-time factory service technicians, who are dedicated to servicing Tecogen equipment only. 

The intent is to purchase the unit and have the awarded contractor install the system for us. We could have the contractor purchase the unit but would be paying their mark-up on the un-discounted unit.

The current progress of this project:
• Cost Feasibility Report completed March 8, 2002.
• PG&E Generating Facility Interconnection Application filed and site visit completed.
• Public Notice from the Bay Area Air Quality Management District sent to parents of the neighboring school site (Brentwood Elementary School). Public Notice period complete, with no comments for the public, and our Permit to Operate has been approved.
• The co-generator design is completed.
• The design for the pool equipment plumbing modifications is complete.
• PG&E Self-Generation Incentive Program Grant applied for, and conditionally approved for $53,118.60.

Staff will be requesting quotations for the construction of this project later this month, and will be bringing a recommendation to Council to hire a contractor to perform the work, in early April.


FISCAL IMPACT
• Total cost of this project will be $170,000 (including this purchase). 
• A reduction of annual utility costs of $41,875 (this includes the purchase of co-generator fuel and an outside maintenance agreement)
• PG&E Self-Generation Incentive Program Grant applied for, and conditionally approved for $53,118.60.

RESOLUTION NO.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BRENTWOOD AUTHORIZING THE CITY MANAGER TO EXECUTE THE PURCHASE ORDER FOR A COGENERATOR FOR THE BRENTWOOD AQUATIC COMPLEX, CIP PROJECT NO. 522-5202. 

WHEREAS, the City Council of the City of Brentwood has reinstated the Balfour Road Aquatic Complex Project, CIP No. 522-5202, to bring the project to completion; and 

WHEREAS, the plans have been approved for this project; and

WHEREAS, the quote was received from Tecogen in the amount of $65,158; 

NOW, THEREFORE BE IT RESOLVED that the City Council of the City of Brentwood hereby authorizes the City Manager to execute the purchase order for the City of Brentwood Aquatic Complex, CIP No. 522-5202.
