Subject/Title: Temporary Road Closure - Chestnut Street from Sellers Avenue to Garin Parkway for approximately thirty (30) working days.

RECOMMENDATION
Approve a Resolution authorizing staff to temporarily close Chestnut Street from Sellers Avenue to Garin Parkway for thirty (30) working days for the construction of the ultimate roadway configuration of Chestnut Street and Oak Street.

PREVIOUS ACTION
On June 19, 2001, by Planning Commission Resolution No. 01-53, the Planning Commission approved Tentative Subdivision Map No. 8424, with conditions.

On July 23, 2002, the City Council authorized staff to temporarily close Chestnut Street from Sellers Avenue to Garin Parkway for 35 calendar days for the construction of utilities including a non-potable waterline and Storm Drain Line A.

BACKGROUND
The segment of construction from Sellers Avenue to Garin Parkway will be performed by William Lyon Homes as outlined in the Conditions of Approval for the development of Subdivision No. 8424. The work scheduled includes constructing Oak Street and Chestnut Street to the ultimate configurations, as well as any necessary utility connections. Oak Street will be extended to intersect Sellers Avenue, while Chestnut Street will be reconfigured to tie into the new Oak Street Extension at a T-intersection. In order to proceed in a timely manner, the closure of the roadway is the safest way possible to complete the required improvements. This work will greatly improve traffic circulation in the Garin Ranch area, as well as resolve the issues of the failing roadway sections along the temporary Chestnut Street causing a significant amount of potholes after heavy rains.

The construction will be in two (2) phases to reduce the impact to traffic circulation during the road closure. Phase I, William Lyon Homes will complete the roadway extension of Oak Street to the new Chestnut Street within 15 working days. After this is completed, Oak Street extension to the reconfigured Chestnut Street will be opened to traffic. In Phase II, William Lyon Homes will complete the connection of Chestnut Street to Oak Street. This work is tentatively scheduled to begin in early February 2003.

The Developer will work with the City to notify the citizens who are the most impacted by the road closure. The means of notification will include mailing notices and affixing door hangers to residents, publishing closure information in local papers indicating the proposed road closure and detour area, and updating the City's Traffic Alert section of the web site. 

The detour plan for these improvements will be reviewed and approved by the City Engineer prior to construction. The City Engineer will have the discretion of determining when to allow William Lyon Homes to proceed with the work and notifying both the Police and Fire Departments of this closure. 

FISCAL IMPACT
The funding for the roadway improvements is through a reimbursement agreement between the Developer and the City.

RESOLUTION NO.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BRENTWOOD AUTHORIZING THE TEMPORARY CLOSURE OF CHESTNUT STREET FROM SELLERS AVENUE TO GARIN PARKWAY FOR THIRTY (30) WORKING DAYS FOR THE CONSTRUCTION OF THE ULTIMATE ROADWAY CONFIGURATION OF CHESTNUT STREE AND OAK STREET.

WHEREAS, On June 19, 2001, by Planning Commission Resolution No. 01-53, the Planning Commission approved Tentative Subdivision Map No. 8424, with conditions.

WHEREAS, the work scheduled for construction includes constructing Oak Street and Chestnut Street to the ultimate configurations, as well as any necessary utility connections; and 

WHEREAS, this work will greatly improve the traffic circulation in the Garin Ranch area, as well as resolve the issues of the failing roadway sections along the temporary Chestnut Street causing a significant amount of potholes after heavy rains; and

WHEREAS, the Developer will work with the City to notify the citizens and service providers who are the most impacted by providing at least five (5) days prior to the road closure, notice of the Chestnut Street closure; and

WHEREAS, the detour plan for these improvements will be reviewed and approved by the City Engineer prior to construction.

NOW, THEREFORE BE IT RESOLVED that the City Council of the City of Brentwood authorizes staff to temporarily close Chestnut Street from Sellers Avenue to Garin Parkway for a period of thirty (30) working days for the construction of the ultimate roadway configuration of Chestnut Street and Oak Street.

BE IT FURTHER RESOLVED that the City Engineer is authorized to determine when the road closure will begin and to revise the total working days if necessary.
