Approve a Resolution authorizing the City Manager to execute a Construction Contract Change Order with Granite Construction Company for completion of the Sand Creek Road (Central) Project, CIP Project No. 336-3061, in an amount not to exceed $150,000.
On August 28, 2001, the City Council authorized the City Manager to award a Construction Contract to Granite Construction Company to construct the central portion of Sand Creek Road, CIP Project No. 336-3061, for a total of $6,029,985, plus 10% change order authority.
The Sand Creek Road (Central) Project from Highland Way to Minnesota Avenue is under construction and nearing completion. During construction, change orders were issued to Granite Construction Company to accelerate the box culvert work in Sand Creek, modify the electrical and joint trench design and make changes to the storm drain system, the waterlines, and the roadway that were necessary to complete the work on time and within budget. Now that the work is nearly complete, the 10% change order authority has been spent. However, the City would like to add two architectural improvements and two public facilities not shown in the original design that would give a finished look to the project for a reasonable cost.
In order to complete the work in a timely, cost-effective manner, staff is requesting Council approval of these changes now while the contractor is still on the site. If City staff waited until the next City Council meeting on January 14, 2003, the contractor would charge an additional fee to remobilize its equipment and work crews.
The costs of the two architectural improvements are estimated to be between $50,000 and $60,000. One improvement will be to install colored concrete pavers at the curbs for the Sand Creek Road and Fairview Avenue intersection and across the roadway median of the pedestrian undercrossing just east of Fairview Avenue. Although the City normally installs landscaping in these areas, with all the joint trench and electrical conduits required at these locations, there wasn’t enough room for landscaping. City staff explored the options of installing plain concrete sidewalk or the more attractive brick pavers. Because pavers are installed in a bed of sand over a bed of rock, it is possible to remove the pavers and repair damaged electrical and fiber optic lines without destroying the pavers. If the City installed concrete sidewalk in these locations, all repairs would require the City to saw cut, remove, and then replace the concrete sidewalk. For architectural design and future maintenance purposes, City staff recommends installing colored concrete pavers at these locations.
The second architectural improvement will be to install grouted cobble on the dirt slopes of the new pedestrian undercrossing. Because these slopes are inside the pedestrian undercrossing, the City cannot use landscaping to protect the slopes from erosion. City staff reviewed the site and determined that the most attractive way to protect the dirt slopes from erosion and deter potential loitering and vandalism within the pedestrian undercrossing would be to install grouted cobblestone.
Two public facilities will also be installed: one will be for a sidewalk (south side) from Highland Way to the Sand Creek Shopping Center, and the other will be for a new bus turnout on Fairview Avenue just south of the Sand Creek Road intersection. Although the City normally conditions developers to install public sidewalks on their frontage, there is no development project yet on this vacant lot between Highland Way and the shopping center. By constructing the sidewalk now, residents from Greystone and Morrison Subdivisions can benefit from this pedestrian access to the shopping center. Developers of this vacant parcel will pay their fair share at the time of their development per City’s Development Fee Program.
The bus turnout is a different matter. At this time, the City owns a small triangle shaped lot between Sand Creek Road, Fairview Avenue and the new Resurrection Ministries Church. This lot was purchased during right-of-way acquisition for Sand Creek Road. The church is interested in purchasing the land for a future worship facility, but does not want to be responsible for the required bus turnout on Fairview Avenue. Furthermore, the City leased land from the church for the original, temporary Sand Creek Road alignment and as payment for the use of the land, the City has agreed to install the bus turnout and curb and gutter for the Fairview Avenue frontage of the City owned lot.
It is estimated that the cost for both of these public improvements is between $50,000 and $75,000. These public facilities, when combined with the $60,000 required for the above architectural improvements, may cost as much as $135,000. Because work will be done on a time-and-material basis, and because it is difficult to determine how much the actual total will be, staff recommends that the City Council authorize the City Manager to execute a construction contract change order with Granite Construction Company for a total not to exceed $150,000 for these improvements.
The funds for this work are through facilities fees, which are included in the existing budget as approved in this year’s Capital Improvement Program 2002/03.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BRENTWOOD AUTHORIZING THE CITY MANAGER TO EXECUTE A CONSTRUCTION CONTRACT CHANGE ORDER WITH GRANITE CONSTRUCTION COMPANY FOR COMPLETION OF THE SAND CREEK ROAD (CENTRAL) PROJECT, CIP PROJECT NO. 336-3061, IN AN AMOUNT NOT TO EXCEED $150.000.
WHEREAS, on August 28, 2001, the City Council authorized the City Manager to award a contract to Granite Construction Company to construct the central portion of Sand Creek Road (Central), CIP Project No. 336-3061, for a contract bid price of $6,029,985, plus 10% change order authority; and
WHEREAS, this 10% change order authority was spent to accelerate the box culvert work in Sand Creek, to modify the electrical and joint trench design, and to make necessary changes to the storm drain system, waterlines, and roadway; and
WHEREAS, the architectural and public facility improvements will greatly enhance the use and appearance of the new Sand Creek Road; and
NOW, THEREFORE BE IT RESOLVED that the City Council of the City of Brentwood does hereby authorize the City Manager to execute a Construction Contract Change Order with Granite Construction Co. in the amount not to exceed $150,000 for completion of the Sand Creek Road (Central) Project, CIP Project No. 336-3061, for architectural and public facility improvements.
