RECOMMENDATION 
Consider Redevelopment Agency contribution of $35,000 to Brentwood Chamber of Commerce’s Marketing Program, and approve a resolution to amend the Redevelopment Agency’s 2002-2003 annual operating budget. 

PREVIOUS ACTION
As an outgrowth of the efforts to explore the creation of a business improvement district, the Chamber of Commerce created a Marketing Committee to develop a program to promote business in Brentwood. In May 2001, the City Council approved an expenditure of $50,000 ($25,000 in 2000-01 and $25,000 in 2001-02) as a financial match to support the Chamber’s marketing program. 

BACKGROUND
The Brentwood Chamber of Commerce’s Marketing Committee has developed a marketing budget of $70,000 for its upcoming budget period (attached). The Committee proposes to expand the use of banners by an additional 29 throughout the city, with two change outs each during the year, storage and hardware for a cost of $30,344. The advertising campaign in the Brentwood Press, Brentwood News and Monthly Grapevine is proposed at $14,210. The Marketing Committee also proposes to install event signs, at a cost of $20,000, at five entryway locations to the City: north and south Brentwood Boulevard, Walnut Boulevard, SR 4 Bypass, and Deer Valley Road. Miscellaneous costs of $5,446 for such items as brochures, coupon books, and maps are also included in the Chamber’s 2002/03 marketing budget.

The Chamber’s mission of its marketing program is to develop a program that increases the economic viability of Brentwood, invests in the existing businesses while attracting new businesses to Brentwood, and emphasizes the quality of business and community life in Brentwood.

Over one hundred individuals participated in community meetings, while more than fifteen members of the Chamber served on the Marketing Committee to evaluate, develop and implement the marketing program. Throughout the process, numerous ideas and suggestions were made to improve the quality of life for Brentwood residents and businesses. The Committee went through a process that prioritized the ideas and concepts, as well as developed a criteria to evaluate the programs (see attached criteria grid). 

The Agency’s Redevelopment Plans and Implementation Plan identifies projects, programs and expenditures to strengthen the Merged Project Areas to make Brentwood a better place to live, work and conduct business. The Agency’s goal to support, improve and preserve economic stimulation and support business retention and attraction is the same as the Chamber’s marketing program’s mission. The Redevelopment Subcommittee supports and recommends the Agency’s approval to contribute $35,000 to the Chamber (50% of their $70,000 annual budget) to support the its marketing efforts and to carry out the Agency’s goals and objectives.

Staff and the Chamber have agreed that the proposed $35,000 contribution would be drawn down by the Chamber by written requests with supporting expenditure documentation to evidence costs spent within the Merged Redevelopment Project Areas. 

FISCAL IMPACT
The Agency’s Downtown Administration Fund 301 will fund the proposed $35,000 contribution. A portion of the $35,000 will be expended during the current fiscal year of 2002-03, and a portion during the next fiscal year of 2003-04.

RESOLUTION NO. RA-


A RESOLUTION OF THE REDEVELOPMENT AGENCY OF THE CITY OF BRENTWOOD APPROVING A CONTRIBUTION OF $35,000 TO THE BRENTWOOD CHAMBER OF COMMERCE’S MARKETING PROGRAM AND AMENDING THE REDEVELOPMENT AGENCY’S 2002-2003 ANNUAL OPERATING BUDGET 


WHEREAS, the Redevelopment Agency of the City of Brentwood (“Agency”) adopted its 2002-2003 Budget on June 25, 2002, by Resolution No. RA-55; and

WHEREAS, the Redevelopment Agency of the City of Brentwood (“Agency”) is carrying out the Merged Brentwood and North Brentwood Redevelopment Plans and in connection therewith adopted a Five-Year Implementation Plan on March 28, 2000, by Resolution No. RA-15 in accordance with Health and Safety Code Section 33490; and

WHEREAS, the Agency desires to support, improve and preserve the economic stimulation and revitalization of the Merged Redevelopment Project Areas. Furthermore, the Agency wishes to encourage the continuation and expansion of the Merged Redevelopment Project Areas’ commercial and economic activities, and to support and implement business retention and attraction programs; and

WHEREAS, the Agency desires to contribute $35,000 to the Brentwood Chamber of Commerce to assist in implementing its 2003 Marketing Program which mission strives to strengthen the economic prosperity of the City of Brentwood; and

WHEREAS, the Agency desires to increase its 2002-2003 Budget by $20,000 for a contribution to the Brentwood Chamber of Commerce’s Marketing Program, and forecasts the remaining $15,000 contribution in its 2003-04 Budget; and 

WHEREAS; the Agency desires to memorialize its expenditure approvals for redevelopment programs and activities that will facilitate commercial, retail and industrial development programs, and that will promote economic stimulation and revitalization activities. 

NOW, THEREFORE BE IT RESOLVED by the Redevelopment Agency of the City of Brentwood as follows:

1. That the Agency hereby approves the contribution not to exceed $35,000 in support of Brentwood Chamber of Commerce’s Marketing Program, and finds and determines that the contribution will be of benefit to the Merged Brentwood and North Brentwood Redevelopment Project Areas in that it supports, improves and preserves the economic stimulation and revitalization of the Merged Redevelopment Project Areas, and encourages and assists in the retention of existing businesses and attraction of new business in the Merged Redevelopment Project Areas. 

2. That the Five-Year Implementation Plan identifies as projects, programs and expenditures for the five-year period from Fiscal Year 1999/00 through Fiscal Year 2003/04 the strengthening of the Merged Redevelopment Project Areas to make Brentwood a better place to live, work and conduct business; and to implement programs to support business retention and attraction.

BE IT FURTHER RESOLVED that the Redevelopment Agency of the City of Brentwood hereby increases its 2002-2003 budget for the Downtown Administrative Fund 301 by $20,000, and hereby forecasts $15,000 in its 2003-2004 budget, in support of Brentwood Chamber of Commerce’s Marketing Program.
