Approve a Resolution awarding a contract in the amount of $149,900 plus a 10% contingency to Sure Built for the purchase of a 10,000 square-foot structure for the temporary Corporation Yard relocation site.

The Public Works Corporation Yard needs to be relocated due to its limited size and scheduled redevelopment of the current site at 161 Sycamore Avenue by Christian Church Homes of Sycamore Place II Senior Housing. The Corporation Yard is required to vacate its current site by May 1, 2003.
City Council approved the relocation of the Corporation Yard to an abandoned City of Brentwood owned parcel northwest of the Wastewater Treatment Facility October 22, 2002 under New Business, Agenda Item No. 34. Council has previously awarded contracts to an architect, engineering firm and a construction manager to assist in the relocation of the facilities at 161 Sycamore Avenue to the interim site adjacent to the future Sunset Industrial Park located on Sunset Road APN # 018230030. Staff has also retained the assistance of Herwitt Engineering to assist with the relocation of the temporary Corporation Yard. The new facility will house all divisions, excluding Wastewater, of the Public Works Department including Streets & Collections, Water, Solid Waste and Fleet Maintenance.
Staff presented the conceptual drawings of the structure to the Planning Commission for approval on October 29, 2002. The Planning Commission issued a conditional use permit for the site.
Staff advertised for bid for the 10,000 square-foot building. The bid opening was conducted on November 19, 2002.
The four lowest bids were as follows:

Funds for this project will be appropriated through the Public Works Capital Improvement Project No. 336-3030.
APPROVE A RESOLUTION AUTHORIZING THE CITY MANAGER TO AWARD A CONTRACT IN THE AMOUNT OF $149,900 PLUS A 10% CONTINGENCY TO SURE BUILT FOR THE PURCHASE OF A 10,000 SQUARE-FOOT STRUCTURE FOR THE TEMPORARY CORPORATION YARD RELOCATION SITE.
WHEREAS, the current site must be vacated by May 1, 2003 to allow development by Christian Church Homes; and
WHEREAS, Council has previously awarded contracts to an architect, engineering firm and a construction manager to assist in the relocation of the facilities from 161 Sycamore Avenue to the interim site adjacent to the future Sunset Industrial Park located on Sunset Road APN #018230030; and
WHEREAS, the Planning Commission approved the conceptual drawings on October 29, 2002 and issued a conditional use permit for the site; and
WHEREAS, the cost of the purchase of the 10,000 square-foot building is $149,900;
NOW, THEREFORE BE IT RESOLVED that the City Council of the City of Brentwood shall award the contract to Sure Built in the amount of $149,900 for the purchase of construction of a 10,000 square-foot structure for the temporary Corporation Yard relocation site.
BE IT FURTHER RESOLVED that the City Manager is granted the authority to execute the agreement and change orders up to 10% of the contract amount.
